Entrusted by the State Council, Minister of Agriculture Han Changfu reported to the standing Committee of the National people's Congress on the 27th on the stability and improvement of rural land contracting relations. Han Changfu pointed out that by the end of last year, the national household contracted cultivated land transfer area was 403 million mu, an increase of 18.3% over 2013, accounting for 30.4% of the household contracted cultivated land area.

"Rural land contracting relations have been further stabilized. The pilot project of registration and certification of the right to contracted management of rural land was carried out in an orderly manner. The moderate scale operation of agriculture has been further developed. " According to Han Changfu, by the end of 2014, more than 230 million farmers nationwide had contracted nearly 1.33 billion mu of arable land, accounting for 92.8 percent of rural collective arable land, signed 221 million contracts and issued 206 million certificates of land contractual management rights.

Han Changfu said: at present, the number of provinces in the province that have carried out the pilot project of registration and issuance of contractual management rights has been expanded to 12, and the other provinces have expanded the scope of the pilot on their own according to the conditions. 2215 counties (cities, districts, and banners) across the country have successively carried out pilot work, involving 19000 townships and 302000 villages, with a registered area of 260 million mu.

Han Changfu pointed out that by the end of 2014, there were more than 3.41 million peasant households with an operating area of more than 50 mu, more than 870000 family farms, 1.29 million farmers' cooperatives registered in accordance with the law, and more than 120000 leading enterprises. there are more than 1.15 million agricultural social service organizations.

With regard to the current problems, Han Changfu particularly stressed that the problems of "non-grain" and "non-agriculture" in land transfer are worthy of vigilance, and there is still a lack of effective prevention and supervision measures against the illegal use of land and the waste of agricultural land resources by industrial and commercial capital.

As for the next work arrangement, Han Changfu pointed out that the pilot project of the paid withdrawal of the contracted management right of farmers settled in the city will be carried out steadily, and the mechanism of paid withdrawal of contracted land will be established; actively explore the right of management of contracted land to participate in the development of agricultural industrialization management, improve the power of management right, and carry out the pilot project of mortgage and guarantee of contracted land in an orderly manner. Local governments are encouraged to explore and establish a system of supervision and risk prevention over industrial and commercial capital leasing of agricultural land in accordance with the law, form effective institutional constraints, and tie up a fence to guard against risks.
