"in our research, we found that in some places, there has been a large number of industrial and commercial capital enclosing land in rural areas, leading to the emergence of 'non-grain' and 'non-agriculturalization'. If we do not pay attention to this problem, it will pose a threat to keeping the red line of 1.8 billion mu of arable land and ensuring national food security. The state should pay close attention to the enclosure of industrial and commercial capital to rural areas. " Chen Daheng, member of the NPC Agricultural and Rural Committee, said.

"how to ensure the stability of agricultural land after confirming the right of land? How to control the expansion of 'non-agricultural' and 'non-grain' land? Local governments should issue corresponding policies on this issue. Otherwise, I will grow whatever I earn, and how can I ensure the country's food security in the future? " Committee member Guo Fenglian said.

Committee member Xu Weigang raised concerns about the phenomenon of "non-agriculturalization" and "non-grain" in land transfer from the point of view of cost. He pointed out: at present, the average cost of land transferred across the country is about 1000 yuan per mu, and when the transfer cost is high, the more land is contracted, the greater the possibility of losing money for growing grain, and the greater the possibility of "non-grain" of agricultural land after land transfer.

In addition, the committee members also expressed concern about the tendency to pursue too much quantity and speed in land transfer.

"in our research, we found that in the process of land transfer in some places, there is a phenomenon of disrespecting the wishes of farmers, setting tasks, setting targets, and forced transfer. The transfer of land is an economic problem, which needs to be handled in accordance with the law, not for the sake of quantity. The scale of circulation should be moderate, not the bigger the better. " Committee member Liu Zhenwei said.

Chen Daheng, member of the Agricultural and Rural Committee of the National people's Congress, also pointed out: at present, the speed of land transfer across the country is accelerating, but there are also increasing land disputes in various places. The phenomenon of blindly pursuing the scale of circulation has appeared in some places. "Land transfer should be carried out in accordance with local conditions and in a gradual and orderly manner, without the Great Leap forward or coercive orders. This point should be taken seriously.
