China will plan and build a number of national public welfare agricultural products wholesale markets.

The Ministry of Commerce and other 10 departments jointly issued the development plan of the national agricultural product market system.

In order to scientifically plan the distribution of agricultural products circulation network and speed up the construction of an agricultural product market system adapted to the new industrialization, informatization, urbanization and agricultural modernization, Ten departments, including the Ministry of Commerce, the Ministry of Land and Resources, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the Ministry of Agriculture, the people's Bank of China, the General Administration of Taxation, the General Administration of quality Supervision, Inspection and Quarantine, the National Standards Commission, and the General Association of supply and Marketing Cooperation, jointly issued the National Agricultural products Market system Development Plan (hereinafter referred to as "the Plan").

According to the factors of economy and society, traffic location, population distribution and circulation basis of agricultural products in various parts of China, the Plan combines the national strategic arrangements such as the construction of "Belt and Road Initiative", the Yangtze River economic belt, the coordinated development of Beijing, Tianjin and Hebei, and the distribution of major commercial functional areas and superior production and marketing areas of agricultural products in the country. There are about 100 national backbone agricultural products wholesale markets and 8 market clusters in the areas where the production, distribution and consumption of agricultural products are concentrated, relying on the market clusters to form a "three vertical and three horizontal" national agricultural product circulation backbone network, docking with the regional agricultural product circulation network. We will form a national agricultural product market system with the combination of national network and regional network, public welfare and marketization, physical network and virtual network, wholesale network and retail network.

The Plan puts forward the key tasks for the construction of China's agricultural product market system from six aspects: strengthening the construction of agricultural product circulation infrastructure, cultivating and strengthening the main body of agricultural product market, perfecting the connection system of agricultural product production and marketing, promoting the information construction of agricultural product circulation, maintaining the safe and stable operation of agricultural product market and establishing the mechanism for realizing public welfare of agricultural product market. And from the aspects of establishing and perfecting the standard system of laws and regulations, reforming and innovating the ways of investment and financing, constantly improving the guarantee mechanism of construction land, making great efforts to reduce the tax burden of enterprises, giving full play to the role of trade associations and strengthening the implementation of planning and organization, this paper puts forward six measures to ensure the smooth implementation of the Plan.

In addition, a major highlight of the Plan is that for the first time, according to the endowment of industrial resources, population distribution, consumption capacity and other factors, combined with the planning and layout of the national agricultural product market system, it is proposed to plan and build a number of national public welfare agricultural products wholesale markets and regional public welfare agricultural products wholesale markets and retail outlets, so as to form a public welfare agricultural product market circulation network composed of wholesale markets and retail outlets.

The release of the Plan will help to improve the market system of agricultural products, optimize the distribution of agricultural products circulation network, speed up the process of circulation modernization, improve the circulation efficiency of agricultural products, enhance the ability to serve agriculture, rural areas and farmers, promote agricultural development and increase farmers' income, improve the level of public service, and better meet the consumption of urban and rural residents. It will help to co-ordinate the development of both international and domestic markets and enhance the competitiveness of agricultural products circulation industry.
