About 100 backbones will be built nationwide
Yesterday, the website of the Ministry of Commerce said that 10 departments including the Ministry of Commerce recently jointly issued the "Development Plan of the National Agricultural products Market system", proposing that a market system for agricultural products with Chinese characteristics will be initially established in 2020.
The planning is based on the factors of economy and society, transportation location, population distribution and the circulation basis of agricultural products in various parts of China, combined with the national strategic arrangements such as the construction of "Belt and Road Initiative", the Yangtze River economic belt, the coordinated development of Beijing, Tianjin and Hebei, and the distribution of major commercial functional areas and superior production and marketing areas of agricultural products throughout the country. There are about 100 national backbone agricultural products wholesale markets and eight market clusters in the areas where the production, distribution and consumption of agricultural products are concentrated throughout the country, relying on the market clusters to form a "three vertical and three horizontal" national agricultural product circulation backbone network, which is connected with the regional agricultural product circulation network.
In order to ensure the smooth implementation, the plan puts forward measures from six aspects: establishing and perfecting the standard system of laws and regulations, reforming and innovating the way of investment and financing, improving the guarantee mechanism of construction land, reducing the tax burden of enterprises, and giving full play to the role of trade associations.
One of the highlights of the planning is that for the first time, according to industrial resource endowment, population distribution, consumption capacity and other factors, combined with the planning and layout of the national agricultural product market system, it is proposed to plan and build a number of national public welfare agricultural products wholesale markets and regional public welfare agricultural products wholesale markets and retail outlets, so as to form a public welfare agricultural product market circulation network composed of wholesale markets and retail outlets.
The relevant responsible person of the Ministry of Commerce said that the release of the "Plan" will help optimize the distribution of the circulation network of agricultural products; improve the efficiency of the circulation of agricultural products; promote agricultural development and increase farmers' income; improve the level of public services; and co-ordinate the development of both international and domestic markets. Enhance the competitiveness of the agricultural product circulation industry.
