The Ministry of Agriculture held a meeting in Taiyuan City, Shanxi Province on September 1, calling for actively and steadily promoting the pilot work of changing grain into feed to develop herbivorous animal husbandry, vigorously promoting the combination of agriculture and animal husbandry, and improving the comprehensive efficiency of planting and breeding.

In order to further promote the adjustment of the agricultural structure, this year's document No. 1 of the CPC Central Committee called for speeding up the development of grass and animal husbandry, supporting the cultivation of forage such as silage corn and alfalfa, and carrying out pilot projects for the combination of grain feeding and planting and breeding. we will promote the coordinated development of the ternary planting structure of grain, economic and economic crops, and forage. To this end, the Ministry of Agriculture has selected ten provinces and regions, including Shanxi, Inner Mongolia, Heilongjiang and Gansu, to carry out the pilot project of "changing grain into feed". At present, all pilot provinces and regions have formulated project implementation plans and performance appraisal systems, and implemented 33 pilot counties.

Wang Zhicai, chief pastor of the Ministry of Agriculture, said at the meeting that all localities should fully understand the great significance of speeding up the development of herbivorous animal husbandry such as cattle and sheep, accurately grasp the general requirements for improving the comprehensive efficiency of the farming industry, and actively and steadily promote the pilot work. It is necessary to focus on the adjustment of corn planting structure, take the development of herbivorous animal husbandry as the carrier, guide corn grain collection, storage and utilization into whole plant silage utilization, drive straw recycling and transformation value-added, and promote the transformation of corn capital sources from cross-regional sales to local utilization, so as to promote the transformation from food crop cultivation to forage crop cultivation. Efforts should be made to build a new agricultural production structure with the circulation of planting and breeding, the integration of production and addition, both grain and feed, and the combination of agriculture and animal husbandry.

Wang Zhicai said: the pilot work of "changing grain to feed" has a bearing on the overall situation of agricultural transformation and structural adjustment. We should always adhere to the combination of planting and breeding and market orientation, reasonably determine the pilot area of changing grain into feeding and the total amount of silage forage, and take reasonable benefit distribution as the core to build a long-term mechanism of close cooperation between the two sides. We should pay attention to giving full play to the bridge and link role of aquaculture enterprises, drive farmers to adjust their planting structure, and help farmers improve their planting income. It is necessary to fully respect the wishes of both planting and breeding parties, promote work in accordance with the actual conditions of the region and industry, and resolutely refrain from compulsory task arrangements or mandatory administrative promotion. It is necessary to coordinate the relationship between enterprises and farmers and take effective measures to give full consideration to the interests of farmers in the process of collection and storage transactions, so as to increase farmers' income. It is necessary to properly handle the relationship between stock and increment, grasp the scale of adjusting development, scientifically determine the scope of planting structure adjustment, and earnestly safeguard food security.
