After nearly a year, the hybrid rice variety "Liangyou 0293" with large yield reduction in many areas of Anhui Province has a "judgment result".

On September 2, the Ministry of Agriculture issued an announcement requiring 41 crop varieties to stop production on the same day and stop promotion after one year."Liangyou 0293" was among them.

On the morning of the 2nd, a staff member of the Variety Management Office of the Seed Administration Bureau of the Ministry of Agriculture told reporters that the variety was considered to have major defects, so the Ministry of Agriculture asked to stop promoting it.

Zou Kui, head of the Variety Management Office of the Seed Administration Bureau of the Ministry of Agriculture, told reporters that 41 varieties were asked to stop promoting the reasons, the announcement has been indicated, and publishing such a catalogue, is the routine action of the Ministry of Agriculture, every year.

Ten years ago,"Liangyou 0293" passed the evaluation of the Ministry of Agriculture and became "national trial rice". It has been called "super rice" by seed production enterprises for a long time. Why is the original certification now overturned one by one?

Bengbu ten thousand mu "Liangyou 0293" production reduction or no harvest

Zou Kui introduced that the basis for formulating the above-mentioned catalogue comes from the "Measures for the Examination and Approval of Main Crop Varieties"(hereinafter referred to as the "Measures"). The only provision in the "Measures" involving "variety stop promotion" is,"If insurmountable shortcomings are found in the use process of approved varieties, the original professional committee or examination and approval group shall put forward suggestions for stopping promotion."

What is the "insurmountable disadvantage" of "Liangyou 0293"? The September 2 announcement did not reveal it. However, the storm caused by "Liangyou 0293" in 2014 may explain one or two. It has been previously reported that in the autumn of 2014,"Liangyou 0293" rice was reduced or lost in many areas of Anhui Province.

The investigation report issued by Anhui Province Seed Management Station to the Ministry of Agriculture shows that in Bengbu area alone, the area of reduced yield or non-harvest of this variety is about 10,000 mu. The Agriculture Commission of Anhui Province responded that the reduction or failure of harvest was caused by cold weather and rice blast infection. The affected farmers questioned that the seed production enterprise "Yuan Longping Agricultural High-tech Co., Ltd."(hereinafter referred to as "Longping Gaoke") was suspected of false propaganda and concealing variety defects.

In 2006, Ministry of Agriculture Announcement No. 844 showed that "Liangyou 0293" met the national rice variety approval standards and passed the approval. The variety has high yield, but high blast susceptibility and average grain quality. It is suitable to be planted as middle season rice in the Yangtze River valley rice areas of Fujian, Jiangxi, Hunan, Hubei, Anhui, Zhejiang and Jiangsu (except Wuling Mountain area) and in the rice blast light area of southern Henan.

Longping Gaoke said in its post-incident response that the company had no liability at the legal level, but had been discussing possible relief options with representatives of affected farmers, dealers and agricultural management departments.

At the beginning of 2015, some disaster-stricken farmers in Bengbu area of Anhui Province received compensation of about 200 yuan per mu from insurance companies.

On April 13, 2015, Longping Hi-Tech announced on its official website that the quality of "Liangyou 0293" products sold by the company has been in line with national standards, but in view of the economic losses suffered by some farmers due to extreme weather in Bengbu area of Anhui Province in 2014, the company decided to stop selling "Liangyou 0293".

On April 14, Zhang Taolin, vice minister of agriculture, said that each variety has an adaptive area. Liangyou 0293 variety is suitable in Jianghuai area including Anhui according to normal year scenario calculation. However, one deficiency of this variety in the process of variety approval is poor resistance to rice blast. It happened that last year's year was relatively special, so the problem of insufficient resistance was revealed.

In addition,"Liangyou 0293" has been called super rice by its producer and marketer, Longping Gaoke, and its developer, Hunan Hybrid Rice Research Center. However, on April 11,2015, the Ministry of Agriculture responded that "Liangyou 0293" had not participated in the identification of super rice varieties organized by the Ministry of Agriculture and was not a "super rice" variety.

Ministry of Agriculture: Variety withdrawal is an urgent requirement to protect farmers 'interests

On January 24, 2008, the Ministry of Agriculture announced the first batch of national approved crop varieties to stop promotion. The next day, Ma Shuping, then deputy director of the Crop Production Management Department of the Ministry of Agriculture, said at a news conference that it was an urgent requirement to protect farmers 'interests to withdraw varieties and let some defective varieties withdraw from the promotion field.

Ma Shuping said that if the approved varieties are found to have insurmountable defects or serious degradation in the use process and are not suitable for continued use in production, the original professional committee or approval group (approved by the Ministry of Agriculture) shall put forward suggestions for stopping operation and popularization.

Ma Shuping introduced that variety withdrawal is divided into about four procedures. The professional committee of each crop of the National Crop Variety Examination and Approval Committee puts forward suggestions and preliminary selection list; votes to determine the preliminary selection list; chairman review, publicity; announcement. During this period, there is also room for change. When the catalogue of crop varieties approved by the state for the first batch of stopped promotion was publicized, some seed economic units raised objections. After repeated communication with the Ministry of Agriculture, it was finally decided that three varieties of corn varieties, Xundan No.1, Miandan No.1 and rice variety Ejingnuo No.6, would not withdraw temporarily. The search found that since 2008, the Ministry of Agriculture has issued a list of nationally approved crop varieties that have been discontinued every year.

The exception is that in 2010, the Ministry of Agriculture issued two consecutive batches of such catalogues. Since 2015, the Ministry of Agriculture has successively issued the "ninth","tenth" and "eleventh" three batches of similar catalogues. In addition, the eleventh batch of "National Approved Crop Variety Catalogue for Discontinued Promotion" was renamed as "National Approved Crop Variety Catalogue for Withdrawal".
