Yang Shaobin: opinions on Land Reclamation Reform and three outbreaks of theoretical Reform and Policy

Good morning, everyone! Thank you for participating in this press conference and for your concern and support for the development of agricultural and rural economy, especially for the cause of land reclamation.

On December 1, the opinions of the CPC Central Committee and the State Council on further promoting the reform and development of land reclamation were officially released. The opinion covers a wide range of areas and is rich in content. it is a programmatic document defining the strategic position of land reclamation, the direction of reform and development, and policies and measures under the new historical conditions.

"opinions" consists of 5 parts and 23 articles. The main contents include: a deep understanding of the special status and important role of land reclamation in the new period; a clear understanding of the guiding ideology, basic principles and overall objectives of land reclamation reform and development in the new period; deepening the reform, establishing and improving a dynamic land reclamation management system and management mechanism; speeding up development and promoting land reclamation to take the lead in realizing agricultural modernization; and strengthening leadership and support for the reform and development of land reclamation.

The biggest highlight of the "opinion" is that it has achieved three breakthroughs:

First, there is a breakthrough in theory. It is pointed out that land reclamation is an indispensable and important part of the agricultural economic system with Chinese characteristics, and makes clear the strategic position of land reclamation in the overall national situation in the new period. it is to become the national team to ensure national food security and the effective supply of important agricultural products, the demonstration area of new agricultural modernization with Chinese characteristics, the vanguard of agricultural foreign cooperation, and the stabilizer to secure the border and strengthen the border.

Second, there has been a breakthrough in reform. It is pointed out that we should adhere to the reform orientation of the socialist market economy, take the collectivization of the reclamation area and the industrialization of the farm as the main line, and focus on answering the questions of how to change the reclamation area, how to change the farm, and what to do about the management system and mechanism of personnel, assets and land. but at the same time, combined with the reality of land reclamation, it puts forward some reform transition paths, such as "one organization, two brands", "separation of management and management, purchase of services" and so on.

Third, there has been a breakthrough in policy. It is proposed that "one simultaneous implementation and two comprehensive coverage" should be realized, that is, various plans should be implemented simultaneously in land reclamation, and the national policies of strengthening agriculture, benefiting rich farmers and improving people's livelihood should be fully covered in land reclamation. Innovate the way of financial investment, and propose to set up a development fund for China's land reclamation industry with financial funds as the forerunner. Innovate the management mode of land reclamation, propose to manage, protect and make good use of the state-owned land of land reclamation, and steadily promote the capitalization and capitalization of land reclamation.
