Promote the reform of land reclamation system at two levels

"in order to deepen the reform of the land reclamation system, it is necessary to promote the system reform at two levels as soon as possible, one is to promote the reform of the state-owned property rights system in the reclamation area, and the other is to promote the reform of the operation and management system of agricultural reclamation enterprises, which will determine the overall thinking of the system reform and development of the reclamation area." Said Li Yining, a famous economist and honorary dean of the Guanghua School of Management at Peking University.

Li Yining made the above remarks at the Fifth Forum on Sustainable Development of Poverty-stricken areas held at the Sanjiang Administration of Land Reclamation and Construction in Heilongjiang Province on the 5th. It is understood that at the end of January this year, the Agricultural Reclamation Bureau of the Ministry of Agriculture and the Management Science Research Center of Peking University jointly launched a study on major strategic issues of land reclamation reform and development, with Professor Li Yining as a consultant in the research group.

Li Yining said: in order to deepen the reform of the land reclamation system, it is necessary to establish a state-owned assets investment company as soon as possible, be responsible for maintaining and increasing the value of state-owned assets in the reclamation areas, increase and reduce their holdings, and earnestly shoulder the task of making good use of state-owned capital. We will promote the reform of the operation and management system of land reclamation enterprises and establish a land reclamation group company that operates independently, investors are responsible for their own profits and losses, property rights are clearly defined, and various investors participate in shares.

Li Yining also suggested that the restructured Land Reclamation Group should establish a parent-subsidiary system in accordance with the modern enterprise system, abolish the previous administrative management system of superior companies to subordinate companies, and establish a vertical company system of "group company-professional subsidiary-production base."

"Land Reclamation Group is an enterprise with mixed ownership. Both parent company and subsidiary company should establish a perfect corporate governance structure. There is a capital investment relationship between them, and there is no administrative subordinate relationship." Li Yining said.
