The central government has stepped up efforts to invest in high-standard farmland.

According to the State Office of Comprehensive Agricultural Development, so far, the central government has allocated 23.565 billion yuan for comprehensive agricultural development funds for high-standard farmland projects, which can build 27.7745 million mu of high-standard farmland and increase grain production capacity by more than 100kg per mu.

According to reports, in order to improve the construction standards of the project, the State Office of Comprehensive Agricultural Development raised the upper limit of financial investment per mu for high-standard farmland construction projects from 1300 yuan to 1500 yuan, realizing the docking with the investment standard of the National General Plan for High-standard farmland Construction. At the same time, we will jointly carry out pilot projects with three financial institutions, namely, the State Development Bank, the Agricultural Development Bank, and the Agricultural Bank of China, to explore high-standard farmland construction projects for new business entities, such as state-owned farms, leading enterprises, farmers' cooperatives, and professional large households, and adopt two kinds of support methods, namely, discount and subsidy, to pry financial capital into high-standard farmland construction.

In addition, in 2015, the central government allocated 1.483 billion yuan for comprehensive agricultural development and set up a total of 154water-saving transformation projects in key medium-sized irrigation districts. After the completion of the project, it is expected to increase and improve the irrigated area of 7.0887 million mu, save 1.057 billion cubic meters of water annually, and increase the comprehensive agricultural production capacity by 576 million kg.
