At the Fifth Forum on Sustainable Development of Poverty-stricken areas in China held a few days ago, Li Yining, a famous economic economist, said that in deepening structural reform, land reclamation should develop in the direction of marketization and enterprising, and win by relying on product quality and competitiveness. Land reclamation should grow into a dynamic economic entity.

This year's Central Committee document No. 1 clearly proposed to speed up the study and introduction of policies and measures to promote the reform and development of land reclamation, deepen the reform of farm enterprises, collectivization of reclamation areas, and diversification of equity rights, and innovate the guidance and management system of industries, the market-oriented operation system of enterprises, and the management system of farm operations. Clarify the ownership relationship of state-owned assets in land reclamation and establish a supervision system of state-owned assets in line with the characteristics of land reclamation. This points out the direction for the comprehensive reform of land reclamation in our country.

For this reason, Li Yining suggested that a two-level state-owned capital management system in the reclamation area should be established as soon as possible. The first level is to establish a state-owned assets investment company, and the property right of the state-owned capital in the reclamation area should be clearly defined. The state-owned capital investment company is the owner or the representative of the owner of the state-owned capital in the reclamation area. It is only responsible for maintaining and increasing the value of state-owned assets, increasing and reducing its holdings, only responsible for the allocation of state-owned capital, paying attention to the improvement of the efficiency of state-owned capital allocation, and only concerned about the profit and loss of investment, regardless of the specific land reclamation business and business activities. The second level is to establish a new land reclamation enterprise group. Under the premise that the property right of the state-owned capital is clear and the state-owned assets investment company is the owner (or the owner's representative), the land reclamation enterprise group company should be responsible to the state-owned capital investment company, because the capital comes from the state-owned capital investment company. The group of land reclamation enterprises shall establish a sound corporate governance structure and make it function normally.

"after the above reforms, the land reclamation enterprise group company will become the main body of the market for independent operation, which will no longer be equivalent to the group company before the reform. Its relationship with the government, like other independent market entities, operates in accordance with the law, pays taxes and fees in accordance with regulations, provides products and services to society, and contributes to social public welfare undertakings and training talents for society. " Li Yining said.

"this shows that deepening the reform of the land reclamation system should shoulder two important missions: one is to enable state-owned capital investment companies to take on the task of making good use and management of state-owned capital, and the other is to let agricultural reclamation enterprise groups become the main body of the market for independent management. participate in market competition, increase their market share in the competition, and establish their own brand." After the restructuring, the land reclamation enterprise group should change the administrative relationship between the superior company and the subordinate company, and establish the vertical company system of "group parent company-professional subsidiary-production base" according to the modern enterprise system. Subsidiaries should also have their own corporate governance structure and operate normally.

At present, the enterprises in the reclamation area are facing the problem of insufficient capital. Li Yining said: after the establishment of the Land Reclamation Enterprise Group, both the parent company and the subsidiary company should know how to introduce capital, and through the introduction of capital, the parent company and subsidiary company should be transformed into mixed ownership enterprises; it is necessary to promote the employee shareholding system and executive incentive shareholding system as soon as possible, which is an effective measure not only to enrich the company capital, but also to mobilize the enthusiasm of employees and executives. To speed up the introduction of talents, after restructuring, from technological innovation to market development, from standardization of management to changes in marketing methods, if there is a shortage of talents, the development of enterprises will be restricted.

Li Yining said: after handing over social functions to local governments, the Land Reclamation Group should still be concerned about the improvement of social functions and the improvement of the level. Because culture, education, health, transportation, medical treatment, telecommunications and so on directly affect the production and life of the residents in the reclamation area, and affect the improvement of the quality of life of the residents.
