The listing purchase price refers to the purchase price directly purchased from farmers at the storage point.

The circular requires that the temporary acquisition and storage of corn must be domestic corn produced in 2015, in line with national standards and other domestic quality standards. For the non-standard corn whose actual moisture and impurities are higher than the standard, the non-standard corn must be baked and finished before it can be stored in the warehouse, and the corn that does not meet the standard shall not be stored in the warehouse. Corn that fails to meet the quality requirements shall be made, woven and purchased by the local government in accordance with the responsibility system of provincial governors for food safety and food safety localities. If the content of mildew grains in imperfect grains exceeds 2%, it shall be used according to the prescribed use.

According to the circular, the China Grain Storage Corporation has been entrusted by the state to undertake the task of temporary collection and storage of the state as the main body of the policy, and to purchase farmers' surplus grain openly through its directly subordinate enterprises and entrusted storage points, so as to prevent farmers from "selling grain." Cofco, China Textile Group and AVIC, as the supplementary forces of the China National Grain Storage Corporation, are entrusted by the China National Grain Storage Corporation to undertake the task of collection and storage and make loans to the Agricultural Development Bank independently.

The notice makes it clear that once it is found that all the corn purchased by it will be withdrawn from the national temporary storage acquisition progress and inventory system, the grain money will be recovered and returned to the Agricultural Development Bank loan, the temporary collection and storage qualification of enterprises will be cancelled, and the improper enrichment will be returned to the central finance. And arrange for the temporary storage of corn collected and stored in previous years to be transferred to the warehouse or timely organize auction and sale in accordance with the relevant procedures, and the expenses incurred shall be borne by the offending enterprises. In case of loss, it shall be borne by the storage point, and the main person in charge, supervisory personnel and related personnel shall be held responsible.
