The China Agricultural Machinery Industry Association recently announced that from October 1, the emission standard for agricultural diesel engines will be upgraded from "national 2" to "national 3", and from April 1, 2016, agricultural machinery mainframe manufacturers can no longer produce and sell complete machines equipped with "national II" engines. Experts believe that the upgrading of agricultural machinery emission standards will force agricultural machinery to gradually transform to green.

Transformation is imminent

Chen Zhi, president of the China Agricultural Machinery Industry Association, said that at present, agricultural machinery enterprises are actively taking measures to deal with the transformation and upgrading of agricultural machinery emission standards, and there should be no problems with the supply of "State III" diesel engines with sufficient technical reserves and increasing production capacity. However, the reserve of after-sales service is insufficient, so it is necessary to strengthen the training of service technicians.

It is understood that a number of domestic diesel engine manufacturers have been certified by the environmental protection department.

The emission standard of agricultural machinery has been raised from "national second" to "national third", which is a systematic upgrade of agricultural machinery research and development technology. Chen Zhi told the Economic Daily that compared with the "second" diesel engine, the quality of gaseous substances and solids that pollute the environment, such as nitrogen oxides and hydrocarbons, have dropped significantly, which has a positive impact on improving air pollution.

As a big country of agricultural machinery manufacturing, an embarrassing situation facing China's agricultural machinery industry is that the technical level of agricultural machinery products is low, the ability of independent innovation is weak, and the core technology is lacking, which leads to the shortage of high-end products and the surplus of low-end products. Now, with the increase of national support for agriculture, rural areas and farmers, the improvement of farmers' income level and the rise of new agricultural operators, farmers' demand for diversified, intelligent, efficient, environmentally friendly and energy-saving high-end agricultural machinery products has increased significantly. Under the production of the market inverting machine, the transformation and upgrading of the agricultural machinery industry is imminent.

Actively respond to challenges

With the upgrading of emission standards, the realistic pressure on agricultural machinery manufacturing enterprises is obvious.

One of the main difficulties faced by agricultural machinery enterprises is that time is tight. It takes only 6 months from the acceptance of the application by the certification unit to the completion of the switch, which brings great pressure on the technical research and development, inventory management and application test of diesel engine enterprises. Due to the uncertainty of the results, it has brought a short "sense of tension" to the upstream and downstream enterprises.

Pan Gangqiang, chief of the marketing department of Yituo (Luoyang) Diesel engine Co., Ltd., told reporters that the company's research and development of "State 3" took 10 years. "State 3" routes of high-pressure common rail, electronically controlled single pump, electronically controlled rotor pump, mechanical pump and other fuel technologies have been mastered. At present, the biggest challenge of "country 3" switching comes from the market adaptability and reliability of the engine. Due to the lack of time, after matching with the main engine enterprise, there is no time to carry out the field test, and the safety and reliability of the product can not be verified.

For agricultural machinery mainframe enterprises, the switching of "country three" has to face the work of "country two" stock preparation, inventory control, "country three" technical route selection and so on. If a link is not well controlled, it will bring huge unsalable loss of inventory products to the enterprises. or the serious consequences of losing market share. China has an annual output of 100000 large and medium-sized wheeled tractors and crawler tractors, and is now equipped with nearly 30, 000 sets of "National II" diesel engine engines. Kou Haifeng, head of the Yituo Marketing Department, said that there are some difficulties in matching the "State 3" diesel engine. For example, the tractor using the electronically controlled diesel engine has not been fully verified in the field, and its reliability and adaptability need to be further verified, which brings a lot of uncertainty to the matching of the "country 3" diesel engine.

At present, there is a large stock of agricultural machinery in the "second national". How to digest this part of the inventory is another major problem faced by agricultural machinery enterprises. When environmental protection departments formulate policies, the half-year "digestion period" for agricultural machinery enterprises is from October 1, 2015 to April 1, 2016. Agricultural machinery sales have obvious seasonality, this period is precisely the off-season of agricultural machinery industry sales, agricultural machinery enterprises factory and social inventory is difficult to achieve full sales.

The policy needs to be clearer.

The upgrading of agricultural machinery emission standards as a compulsory measure, the government should not only vigorously promote, but also introduce sound supporting policies to create a good policy environment for the transformation and upgrading of agricultural machinery industry.

Agricultural machinery subsidy policy plays an important guiding role in the transformation and upgrading of agricultural machinery. It is understood that in the first half of this year, there was a strong demand for farmers to purchase machines, and there was a large gap in agricultural machinery subsidies in some areas. At present, agricultural machinery dealers are worried that they will not be able to get agricultural machinery subsidies, and their enthusiasm for selling agricultural machinery in stock "Guoji" is not high. Some agricultural machinery enterprises actively guide and encourage agricultural machinery enterprises to digest the stock of "national second" agricultural machinery and sell "national third" agricultural machinery, at the same time, dealers all over the country are required to try their best to properly solve the problem of the connection between the sales of "national second" products and the subsidy for the purchase of agricultural machinery during the transition period of "national third" engine switching. Some enterprise leaders hope that next year's agricultural machinery subsidy policy will fully take into account the practical difficulties faced by enterprises.

At present, the competition in the domestic agricultural machinery market is fierce, and some people in the industry are worried that while those agricultural machinery enterprises with good brand influence are actively transforming and upgrading, some small enterprises will continue to use the "national two" engine to carry out vicious competition with the advantage of low cost. impact those agricultural machinery enterprises that use the "national three" engine. On August 10, 2015, the Agricultural Machinery Test and Appraisal Station of the Ministry of Agriculture issued a notice on the change of ministerial promotion and appraisal information related to the upgrading of emission standards for agricultural diesel engines. It is clearly pointed out that from October 1, 2015, applications for ministerial extension and appraisal of agricultural tractors supporting China's second-stage emission diesel engines will no longer be accepted. From April 1, 2016, applications for ministerial promotion and appraisal of other agricultural machinery supporting China's second-stage emission diesel engines will no longer be accepted.
