National Autumn Grain Purchase Work Conference Held in Harbin

On September 18, 2015, the State Grain Administration held a national meeting on autumn grain purchase in Harbin, Heilongjiang Province, to analyze and judge the situation of autumn grain purchase and arrange the purchase work. The meeting held that autumn grain is expected to have another bumper harvest this year, the volume of commodities and purchases will increase, and the task of collection and storage will be arduous. The meeting stressed that all localities should take the purchase of autumn grain as the top priority of the current grain circulation work, so as to ensure that the purchase work is carried out in a smooth and orderly manner. It is necessary to make solid preparations for warehouse capacity, funds, material and personnel training, policy publicity, and so on. It is necessary to strictly implement the minimum purchase price and the policy of temporary purchase and storage, conscientiously do a good job in purchasing high-quality grain in accordance with the requirements of the provincial governor's responsibility system for food security, and at the same time actively encourage and guide enterprises to carry out market-oriented acquisitions to prevent farmers from "selling grain." It is necessary to further strengthen market supervision, urge enterprises to strictly implement the "five requirements and five forbidden" acquisition rules, strictly investigate and deal with all kinds of violations of laws and regulations and violations of policies, and resolutely prevent the occurrence of "white slips" to farmers. effectively maintain the order of the acquisition market. It is necessary to take advantage of the favorable opportunity of the new grain on the market to implement the increase of local reserves as soon as possible to ensure that the task of increasing reserves is completed on schedule. It is necessary to conscientiously do a good job in safe grain storage and production safety, prevent bad grain accidents, and resolutely put an end to the occurrence of major safety accidents.
