Since the beginning of this year, relevant departments in various localities have taken the development of farmers' cooperatives as an important measure to deepen rural reform and development, and have taken effective measures to strengthen system construction, improve support policies, strengthen guidance services, and guide cooperatives to standardize operation and innovate development. With the promotion of rural reform and the deepening of farmers' division of labor, farmers' demand for cooperation content, cooperation areas and cooperation methods is diversified, and the innovation forms of cooperatives are becoming more and more diverse. In terms of organizational form, land share cooperatives with shares of contracted land management rights and community share cooperatives with quantitative conversion of collective assets are in the ascendant, and labor service cooperatives formed by surplus labor after land transfer have emerged in some places. In terms of industrial format, cooperatives actively apply new concepts and technologies to carry out diversified operations such as planting and breeding cycle, production plus marketing, folk products, leisure tourism, and rural tourism on the basis of the production and sale of similar agricultural products. the development of credit cooperation, e-commerce, membership consumption, subscription sales and other emerging forms of business, reaping the dividend of technological progress and industrial integration. In terms of operating mechanism, cooperatives have become an open carrier and compound organization that integrates new business subjects and traditional farmers, and integrates production and services. it has gradually formed an operating mechanism with multiple participants, diverse distribution of interests and flexible management and decision-making. In terms of the mode of support, some places have gradually transformed from "blood transfusion" input to funds for projects to "hematopoiesis" support for setting up platforms and mechanisms, paying attention to giving full play to the guiding role and multiplier effect of support policies. Some localities have reduced the amount of financial poverty alleviation funds to individual farmers and invested them in cooperatives. At the same time, in order to cope with the fierce market competition, cooperatives have carried out alliances and cooperation in a larger scope, at a higher level and in more fields. at present, there are more than 7200 cooperative unions.

At present and for some time to come, the development of farmers' cooperatives will focus on the following work: first, strengthen the construction of standardization. We will speed up the revision of the Law on Farmers' specialized Cooperatives, improve the operating mechanism of cooperatives, strengthen the training of leaders and counselors, further promote the establishment of model cooperatives, and guide cooperatives to build cooperatives in accordance with the law, run cooperatives in accordance with regulations, and manage cooperatives in accordance with the system. The second is to strengthen the building of service capacity. Drum and encourage cooperatives to develop joint cooperatives by means of joint investment and co-building brands, form large-scale cooperatives by means of merger and integration, and strengthen cooperation with other new agricultural operators and ordinary farmers to form industrial consortia. We will encourage farmers to invest in cooperatives with resource elements such as land management rights, technology and funds, expand pilot credit cooperation in cooperatives, and vigorously develop diversified and various types of cooperatives such as professional cooperation and joint-stock cooperation. The third is to strengthen the construction of agricultural industry chain. The organizational function of cooperatives drives farmers to adjust their industrial structure, develop characteristic industries, develop specialized, standardized and green production, carry out the processing and circulation of agricultural products, agricultural leisure and tourism business, and actively use "Internet +" to develop e-commerce. Pay attention to cultivating the brand of agricultural products, improve the added value of agricultural products, and improve the voice and income right of farmers to integrate into the value chain of the industrial chain.
