On September 22, the Ministry of Agriculture held a national experience exchange and village-enterprise docking activity in Tongchuan, Shaanxi Province, to summarize and exchange the practices and experiences of developing one village, one product, and analyze the new situation and new requirements facing the development of one village, one product. We will study policies and measures to promote the development of one village and one product. Vice Minister of Agriculture Chen Xiaohua stressed the need to further promote one product per village and further promote the transformation and upgrading of agriculture and the increase of farmers' income and wealth.

Chen Xiaohua pointed out: in recent years, with the vigorous promotion of departments at all levels, China has continued to maintain a good momentum of rapid development of one village and one product. By the end of 2014, the number of specialized villages across the country had reached 55000, and the per capita net income of farmers was 11673 yuan, 18 percent higher than that of farmers nationwide in 2014. As an effective mode of agricultural and rural economic development, one village and one product has played a unique and important role in promoting the construction of modern agriculture with characteristics, accelerating the prosperity of rural economy, getting rid of poverty and becoming rich, developing county economy and increasing farmers' employment and income. The development of one village and one product is a vivid embodiment of mass entrepreneurship and innovation in rural areas.

Chen Xiaohua stressed: as China's economy enters a new normal, reform enters a deep water area, and economic and social development enters a new stage, it is necessary to accurately grasp the new situation and new requirements faced by the development of one village, one product, update the concept of development, seize development opportunities, and speed up the process of development. At present and for a period of time in the future, the development of one product per village should take the construction of characteristic modern agriculture as the main line, agricultural efficiency and increasing farmers' income as the goal, market-oriented, science and technology and talents as the support, and characteristic industries as the main direction. Relying on resources and location advantages, we should give full play to the main role of farmers and the leading role of new management subjects, and promote the development of agricultural specialization and large-scale brands. Cultivate professional villages and towns to strengthen the villages and enrich the people. We will strive to reach the end of the 13th five-year Plan to make more leading industries in villages and towns more prominent, more obvious brand advantages, more dynamic rural economy, and more affluent farmers.

Chen Xiaohua demanded that "five reinforcements" should be achieved in the next step in promoting the development of one village and one product: first, strengthen organizational leadership and consolidate the foundation for development; second, strengthen policy support and optimize the development environment; third, strengthen market guidance and raise the level of development; fourth, strengthen publicity and promotion to create an atmosphere for development; fifth, strengthen intellectual support and enhance the staying power of development.

Shaanxi, Beijing, Zhejiang, Shandong and Sichuan made typical speeches at the event, and issued certificates to the fifth batch of national one-village, one-product demonstration villages and towns, unveiling Mazui Village, Shizhu Town, Yaozhou District, Tongchuan City, which won the title of national one-village, one-product demonstration village. The delegates also inspected the professional village of one village and one product in Shaanxi.
