The national modern agricultural demonstration zone is an important platform and carrier to explore the new road of agricultural modernization with Chinese characteristics. Since 2010, in accordance with the requirements of the central deployment, the Ministry of Agriculture has identified 283 national agricultural demonstration zones (hereinafter referred to as demonstration zones). Various departments in various localities attach great importance to it, plan as a whole, cooperate with each other, and increase support, and the construction of the demonstration area is increasingly showing exuberant vitality and strong driving force. In order to make the demonstration area better serve as the "vanguard" of national modern agricultural development, the "experimental field" of agricultural reform and the "display board" of regional modern agriculture, the following suggestions are put forward.

I. General ideas and objectives

(1) the general thinking. According to the development requirements of high output efficiency, product safety, resource saving and environment-friendly, taking the lead in realizing agricultural modernization and speeding up the transformation of agricultural development mode as the main line, we should strengthen reform and innovation, science and technology drive, resource integration and policy support, promote the wide application of modern material and technology equipment, the vigorous development of new business entities, the optimization and upgrading of agricultural industrial structure, and a sound system and mechanism for sustainable development. Create a typical example of advanced development, active innovation, replication and promotion, form a pole of regional modern agricultural development, and demonstrate and lead the construction of a new type of agricultural modernization with Chinese characteristics.

(2) overall objectives. By 2020, more than half of the demonstration areas will enter the stage of basically realizing agricultural modernization, and a number of construction models with strong regional representation, various types and clear paths will be formed initially. The task of building high-standard quasi-farmland has been fully implemented, the quality of cultivated land has been greatly improved, modern science and technology have been widely used, the average level of comprehensive mechanization of crop cultivation and harvest has reached about 80%, and the average proportion of various forms of moderate scale operation has exceeded 60%. The total amount of agricultural water consumption was effectively controlled, the use of chemical fertilizers and pesticides achieved zero growth, and agricultural wastes (agricultural film, straw, livestock and poultry manure) basically realized resource utilization. The per capita disposable income of farmers has increased by an average of 10% a year, leading and driving the development of modern agriculture in a wider range and fields.

Second, improve production conditions and take the lead in realizing the completion of infrastructure

(3) to focus on building the core areas of leading industries. On the basis of the core villages and towns for the production of major agricultural products, such as grain, cotton, oil and sugar, we will improve the construction and management system of unified planning, departmental coordination and standardized procedures, and integrate all kinds of funds related to agriculture. We should give full play to the role of paid land use fees for new construction land, agricultural land development funds and irrigation and water conservancy construction funds to support agricultural infrastructure construction, and improve the efficiency of the use of funds. We will implement technical measures to protect and upgrade the quality of cultivated land, and promote the construction of core areas through the whole village and township system. We will support the qualified demonstration areas, taking the core areas as the carrier, actively explore the delineation of functional areas for grain production, promote the organic combination of high-standard farmland construction and grain production capacity construction, and carry out high-yield grain production and green production model on a large scale. We will steadily improve the quality of cultivated land and build a modern grain production base with high and stable yields and ecological security. We will encourage the use of measures such as replacing compensation with awards and promoting construction with subsidies to support village collectives and new agricultural operators to undertake the task of project construction in core areas and improve the post-construction management and protection mechanism.

(4) classify and build characteristic industrial parks (bases). Adhere to market orientation, reasonable scale, and give priority to efficiency, combine with "one village, one product, one township, one industry", make an overall layout of all kinds of characteristic industrial demonstration parks (bases), and promote the construction of high-level, gridded and dynamic characteristic industrial demonstration parks (bases) in an orderly manner. give full play to comparative advantages and achieve point-to-point and misplaced development. Support the demonstration area to implement the process of improving the quality and efficiency of horticultural products in accordance with procedures and standards, and extensively carry out horticultural crop and hot crop standard park creation activities, as well as horticultural crop "three products improvement" (variety improvement, quality improvement and brand building).

(5) to raise the level of standardized scale farming. We will continue to promote the construction of standardized-scale aquaculture farms to match regional land consumption capacity and resource carrying capacity, adjust and optimize the layout of livestock and poultry aquaculture bases, and carry out breeding standardization and the establishment of demonstration farms for healthy aquaculture. Priority should be given to the use of unused land to develop aquaculture. Take the lead in the application of Internet of things technology and intelligent breeding equipment to establish a scientific and efficient animal disease prevention and control management mechanism. Support standardized scale farms (residential areas) to carry out comprehensive utilization of livestock and poultry manure, supporting the construction of livestock and poultry manure treatment and resource utilization facilities. To explore the specific implementation methods of large-scale aquaculture electricity consumption according to the electricity price of agricultural production.

Third, strengthen the support of science and technology and take the lead in realizing the integration of technology application.

(6) to promote agricultural mechanization in accordance with local conditions. We will actively explore the production mode of the integration of modern farming technology and full-process mechanization, support the demonstration areas to popularize and apply new technologies and tools of agricultural mechanization, and promote the demonstration areas of major grain producing areas to take the lead in mechanizing the production of wheat, rice, corn and other staple grain crops, while the demonstration areas of other agricultural products advantage areas take the lead in making breakthroughs in weak links such as mechanical transplanting of rice seedlings, mechanized cotton picking and sugarcane harvesting. The subsidy policy for the purchase of agricultural machinery will be further tilted to the demonstration areas, cultivate and strengthen large agricultural machinery households and agricultural machinery cooperation organizations, and explore effective ways and ways to promote cross-district operations and order operations by means of information technology. Priority will be given to the implementation of the mechanization demonstration county project in the whole process of production of major crops in the demonstration area.

(7) take the lead in popularizing and applying modern scientific and technological achievements. To explore the effective ways for agricultural scientific research institutions to cooperate with new operators to integrate mature scientific and technological achievements, to establish and improve the agricultural technology extension mechanism of "a leading industry, a chief expert, a demonstration base, a set of technical models, and a service team", so as to promote the organic integration of modern science and technology and industrial development. We will innovate and expand the field of scientific and technological services, establish comprehensive service networks such as the recommendation of new varieties, raising seedlings and supplying seedlings, and strengthen the capacity building of early warning, prevention and control of agricultural disasters at the grass-roots level. Great efforts should be made to develop agricultural standardized production, popularize the use of quality certificates of origin, and establish a mechanism for the export of origin. Conditional demonstration zones should take the lead in integrating agricultural information resources, accelerate the integrated development of the Internet and agricultural production and operation, promote the extensive application of animal networking in the field of agriculture, and rely on modern information technologies such as mobile Internet, big data, cloud computing, and so on, to build an intelligent platform for production management and an information platform for agricultural product quality and food safety that can be traced back and shared through the whole process.
