The yield of maize seed production in Gansu and Xinjiang has been reduced by 10% to 40%. From mid-late July to early August, the high temperature of more than 40 ℃ in Xinjiang lasted for more than 10 days, and the seed production of middle and late maturity, late maturity and delayed sowing date was in the period of pollination, resulting in a decrease in seed setting rate and a reduction of about 180 million kg in seed yield, with an average reduction of about 40%. The high temperature weather of 35 ℃ ~ 38 ℃ in Gansu lasted for a week, and seed yield decreased by about 65 million kg, with an average reduction of about 10%. The total yield of maize seed production in Xinjiang and Gansu has been reduced by about 245 million kg.

The total supply of corn seeds will meet the demand next year. First, the area has increased significantly. This year, the area of corn seed production in China is 3.42 million mu, an increase of 470000 mu or 16% over the same period last year. Second, the total output is higher than that of last year. This year, the post-disaster output of corn seed production is about 1.11 billion kg, due to a significant increase in area compared with the same period last year, the total output increased by about 100 million kg compared with the same period last year. Third, the inventory is relatively large. At the end of June this year, there are about 800 million kilograms of seeds in stock, and about 1.9 billion kilograms of seeds can be supplied next year. It is estimated that 1.22 billion kilograms of seeds will be needed to meet the demand for next year, but there may be a structural shortage of some mid-late-maturing and late-maturing varieties.

Multiple measures should be taken to ensure the safety of planting in agricultural production. In order to ensure the safety of seed supply next year, the Ministry of Agriculture is organizing a positive response. First, strengthen technical guidance services. Supervise and guide seed enterprises to strengthen the management of seed production in the later stage, reduce yield loss, prepare in advance to prevent early frost and cold injury, and prepare for harvest and drying. Give full play to the role of seed production insurance, reduce economic losses, and ensure the stable development of the base. Second, strengthen the supervision and inspection of the base. In mid-late August, nine inspection teams were sent to inspect and sample the seed production bases in Xinjiang and Gansu to ensure the quality and safety of seed use. The third is to strengthen the management of seed reserves. A national seed reserve task of 50 million kg for disaster relief and famine preparedness in 2016 has been issued and implemented to ensure effectiveness if necessary. Fourth, strengthen the dispatch and regulation of supply and demand. Accurately grasp the supply, demand and price of seeds, guide the adjustment of surplus between provinces, regions and varieties, release market information in time, prevent speculation and inferior quality, and ensure the stability of the market.
