On September 24, the Ministry of Agriculture, the National Development and Reform Commission and the Ministry of Commerce jointly issued the Action Plan for promoting the Development of Agricultural Electronic Commerce, defining the overall goals for the next three years. It is pointed out that by 2018, the infrastructure conditions of agricultural e-commerce will be significantly improved, the institutional system and policy environment will be basically sound, and a number of agricultural e-commerce enterprises and brands with important influence will be cultivated. The proportion of e-commerce in the circulation of agricultural products and agricultural means of production has increased significantly, and its role in improving the market circulation system of agricultural products and agricultural means of production, promoting consumer demand and prospering urban and rural economy has been significantly enhanced.

Before that, a series of policies to support agricultural e-commerce were introduced. On August 21, 19 departments, including the Ministry of Commerce, jointly issued the opinions on speeding up the Development of Rural Electronic Commerce. The main task put forward by the opinions is to promote e-commerce for rural products, including agricultural products and various handicrafts, products and rural tourism produced in rural areas, increase the commercialization rate and the proportion of e-commerce transactions, develop e-commerce for agricultural means of production, and encourage all kinds of e-commerce platforms to rely on the existing rural network channels and sites of various departments to carry out e-commerce for means of production such as chemical fertilizers, seeds, pesticides, agricultural machinery, and so on.

Subsequently, at the end of August, the State Council issued the "opinions on promoting the Modernization of domestic Trade Circulation and the Rule of Law Business Environment" with special emphasis on promoting the development of e-commerce for agricultural products, guiding more agricultural practitioners and agriculture-related enterprises to participate in the e-commerce of agricultural products, supporting various localities to build unique e-commerce industrial chains of agricultural products, and opening up new channels for the circulation of agricultural products.

Within a short period of one month, three major documents have been issued to support agricultural e-commerce, which shows the "favor" of the policy to agricultural e-commerce. In fact, this is not the first wave of policy "red packets" that agricultural e-commerce has received this year.

According to a reporter from the Shanghai Stock Exchange News, as early as May this year, the State Council and ministries and commissions sent a round of "red envelopes" to agricultural e-commerce. On May 7, the State Council issued opinions on vigorously developing e-commerce and speeding up the cultivation of new driving forces for the economy, emphasizing the active development of rural e-commerce and encouraging agricultural means of production enterprises to develop e-commerce. The central government will allocate 2 billion yuan in special funds for rural e-commerce infrastructure construction this year, an official from the Ministry of Finance revealed on May 14. The day after the Ministry of Finance just announced its position, the Ministry of Commerce issued the Internet + Circulation Action Plan, announcing that it would vigorously promote e-commerce into rural areas.

The reporter also learned from the Ministry of Agriculture that the development of agricultural e-commerce is one of the 20 key tasks of the Ministry of Agriculture this year, emphasizing the need to make full use of the information platform for entering villages and households, and to carry out pilot projects for the direct distribution of products to urban communities and agricultural means of production to the countryside.

Behind the intensive introduction of policies is the broad prospect of agricultural e-commerce. In an interview with a reporter from the Shanghai Stock Exchange, Luo Wensheng, vice president of the "Kim Jong Da" company, pointed out that the scale of the agricultural material market is huge, and the scale of the three main types of agricultural materials market, such as chemical fertilizers, seeds, and pesticides, is as high as 960 billion yuan, and the agricultural materials e-commerce market has broad prospects.

At present, the leading enterprises in the field of agricultural materials in China have already begun to get involved in e-commerce business, such as Stanley and Kim Jong-da, who are leading in all aspects of compound fertilizer. in the feed industry, "Da Bei Nong", which has a leading marketing team and a good balance of income and profits, and the only "Nuopxin" with pesticide preparations as its main business.
