The person in charge of the Ministry of Agriculture introduced the "localization" of state-owned farms in the reform of land reclamation.

At a news conference held by the Information Office of the State Council today, Yang Shaobin, a member of the party leading group of the Ministry of Agriculture, answered reporters' questions on hot issues such as the reform of social functions of the farm office.

In the process of land reclamation reform, an important issue is that farms should run both enterprises and society. In this regard, the "opinion" points out that persisting in the separation of social enterprises is the direction of reform.

Since 2012, the state has launched a pilot project to reform the social functions of the farm office. At present, the transfer of the Public Security Bureau, Procuratorate and Court of Land Reclamation has been basically completed, and most of the basic education and health institutions have also been transferred. However, state-owned farms have regional characteristics, which are different from other industrial and commercial enterprises, so social functions are often separated, and it is difficult to take a simple cutting method to hand them over in a short period of time. Therefore, the "opinion" puts forward that we should adhere to the direction of separating social enterprises from enterprises and promote the "localization" of production and operation of state-owned farms and social management.

Yang Shaopin said that "localization" means handing over social management to the local government, and striving to transfer the social management functions undertaken by state-owned farms to local governments in about three years. At the same time, taking into account the actual situation of land reclamation, state-owned farms far away from central towns and without conditions for transfer are allowed to be reformed by means of authorization, purchase of services, and separation of management and management. Social functions can be done by farms, but the government should entrust them by authorization or purchase services.

"the most fundamental way to promote the reform of social functions of state-owned farms is to straighten out the relationship between government and social enterprises, and to bring matters belonging to government functions into the scope of public financial security.
