The reporter learned from the State Grain Administration on the 9th that the State Grain Administration recently held a national meeting on the purchase of autumn grain in Harbin, Heilongjiang Province, to arrange and deploy the acquisition work. At present, the preparatory work in various localities is basically ready, and the purchase of autumn grain, the highlight of the annual grain purchase, is being carried out one after another.
According to the State Grain Administration, the acquisition of mid-late indica rice has made a good start. At present, the new medium and late indica rice in southern China has been put on the market, and Anhui, Sichuan and Hubei provinces have launched the implementation plan of the lowest purchase price for middle and late rice. According to statistics, as of September 30, Jiangsu and other six major producing areas had purchased a total of 2.9 billion jin of medium and late indica rice, an increase of 800 million jin over the same period last year.
Temporary corn collection and storage policy was announced. With the approval of the State Council, the policy of temporary corn collection and storage will continue to be implemented in the three northeastern provinces and Inner Mongolia Autonomous region this year.
The State Grain Administration said that the agency, together with relevant departments, recently issued a "notice on issues related to the acquisition of temporary stored Maize in Northeast China in 2015." This year, corn temporary storage and acquisition began on November 1, with the purchase price of 1 yuan per jin, with Cofco as the main body of policy implementation, and COFCO, China Textile Group and AVIC as supplementary forces. Entrusted by the China National Grain Storage Corporation to undertake the task of collection and storage. At the same time, this year's temporary corn collection and storage will strictly implement the national quality standards, and corn that does not meet the quality requirements will be purchased by local governments.
The State Grain Administration also introduced the progress of summer grain acquisition on the 9th. This year, China's summer grain output reached a new high of 282.1 billion jin, an increase of 8.9 billion jin over the same period last year. At the same time, the purchase of summer grain in the main producing areas is progressing smoothly.
According to statistics, as of September 30, 11 major producing areas, including Hebei, had purchased a total of 132.6 billion jin of wheat, a decrease of 14.6 billion jin over the same period last year, while eight major producing areas such as Jiangxi had purchased 15.9 billion jin of early indica rice, a decrease of 1.1 billion jin over the same period last year. The main reason for the less acquisition is that there are more imperfect grains of wheat due to continuous overcast and rain during harvest in some areas.
The purchase of wheat and early indica rice started on a large scale. In May, the State Grain Administration jointly issued the notice on the implementation Plan of the minimum purchase Price for Wheat and Rice in 2015, which realized the "three-in-one" plan for wheat, early indica rice, and middle and late rice, and the lowest purchase price was the same as that of the previous year, that is, 1.18 yuan per jin for wheat, 1.35 yuan per jin for early indica rice, 1.38 yuan per jin for middle and late indica rice and 1.55 yuan per jin for japonica rice (all refer to the third grade of the national standard).
It is reported that Jiangsu, Hubei, Anhui, Henan, Shandong and Hebei provinces have all launched the minimum purchase price plan for wheat, and Anhui, Jiangxi, Hunan and Hubei provinces have launched the minimum purchase price plan for early indica rice. In addition, Xinjiang also launched the acquisition of national temporary storage wheat.
