As the product of the development of the special period, the land reclamation system has multiple functions such as administration, society, enterprise and so on. This round of land reclamation reform will strip off the social functions related to medical and health, culture and education, community management and other social functions of the farm, or put it under the management of the government departments where the farm is located, so that the land reclamation can concentrate on agricultural production and ensure national food security.

The difficulty of reform lies in how to divide the government into enterprises.

Land reclamation system is the product of undertaking national mission under specific historical conditions. After the founding of New China, the state successively established state-owned farms in the border areas and provinces, thus forming a land reclamation management system with the combination of management functions and social functions, and the land reclamation system formed a huge independent system.

The current land reclamation system has multiple functions such as administration, social security and enterprises. with the development of economy and the deepening of reform, this independent system of land reclamation system can not adapt to the development of social and economic situation.

On October 13, the 17th meeting of the Central leading Group for comprehensively deepening Reform pointed out that on the premise of adhering to the socialist market direction, we should promote the reform and development of land reclamation, and adhere to the separation of government from enterprises and social enterprises. We should take ensuring national food security and the effective supply of important agricultural products as the core, promote the collectivization of reclamation areas and the reform of farm enterprises as the main line, and rely on innovation to speed up the transformation of the mode of economic development. We will promote the integration of resources and assets and the optimization and upgrading of industries.

In recent years, reporters from the 21st Century Economic report have learned that there are some problems in the land reclamation system, such as unclear land property rights, imperfect land circulation market, low operational efficiency of enterprises, lack of marketization of management mechanism, and so on. These problems have been perplexing the development of the land reclamation system.

Moreover, the land reclamation system also undertakes the social security functions such as public security bureau, procuratorate, court, medical and health, culture and education, which makes its social burden relatively heavy.

Liu Changyou told the 21st Century Economic report: the direction of this reform is the industrialization of farms, the collectivization of land reclamation, the diversification of property rights, and the divestiture of the functions of enterprises to run the society. Liu Changyou said: what is now determined is the general direction of the reform, and the specific details of the reform have not yet been worked out.

Li Guoxiang said that social reforms run by enterprises are relatively easy to deal with, and they are spun off to set up a separate system or hand them over to the localities. The difficulty of land reclamation reform lies in the relationship between the current administrative management system and the economic management system.

At the end of 2014, Wang Shoucong, director of the Agricultural Reclamation Bureau of the Ministry of Agriculture, pointed out in a speech on the land reclamation system: improve the administrative management and macro-control system of land reclamation. In the process of promoting enterprise reform, the functions and reform priorities of different management levels of land reclamation are different. For example, the central level should strengthen the administrative capacity and institutional building of land reclamation; at the provincial level, it should promote collectivization reform, but at the same time retain the brand of land reclamation management agencies to coordinate the implementation of national policies; and at the farm level, it is necessary to achieve internal separation of government, enterprises, social enterprises, and improve unified management capacity, and the macro-control system should be realized within the framework of administration.

Data from the Agricultural Reclamation Bureau of the Ministry of Agriculture show that at present, there are 34 agricultural reclamation areas in the national land reclamation system, with a total land area of about 540 million mu, accounting for 3.7% of the national land area. In 2014, the crop planting area of the land reclamation system was 109 million mu, with a total grain output of 35.3807 million tons, available for commercial grain of 32.333 million tons, and a total economic output value of 642.037 billion yuan for the whole year.

As the land reclamation system is rich in agricultural land resources, in April last year, the Ministry of Agriculture formulated a reform plan for agricultural reclamation, with the development path focusing on three major agricultural strategic industries, such as grain, natural rubber and dairy industry. explore the plan to cultivate big international grain merchants The development goal is to strive for the annual production of commercial grain to reach 100 billion jin by 2020, which will meet the food rations needs of 35% of the domestic urban population, and at the same time, cultivate 2-3 agricultural enterprise groups to enter the top 500 in the world.

A number of listed companies may benefit

With the opening of the land reclamation reform, the reclamation areas, which have a large number of land resources and play an important role in ensuring national food security, will benefit from the reform, and the listed companies relying on these reclamation areas will get more land assets injection in the collectivization of the reclamation areas. the value of many land resources it owns will be demonstrated.

According to the economic reports of the 21st century, the listed companies of the land reclamation system include Beidahuang, Hainan Rubber, Yasheng Group, Agricultural Development seed Industry, New Zhongji, New Agricultural Development, Yong'an Forestry (000663), Jilin Forest Industry (600189), Wanxiang Denong (600371) and so on. It has many land and forestry resources.

The agricultural materials, agricultural tools production and service companies, including Huilong shares (002556.SZ), Dabei Nong (002385.SZ), Denghai seed Industry (002041.SZ), 601038.SH shares and so on, with the agricultural reclamation reform released the demand for agricultural materials, tools and agricultural services, will bring great opportunities for these enterprises.

Beidahuang is a listed enterprise under Beidahuang Land Reclamation Group, and it is also the only listed enterprise of Beidahuang Land Reclamation Group. It has 17 farms, 11.58 million mu of arable land and 240000 hectares of reclaimed land. Its main business is rice and corn cultivation.

Beidahuang Land Reclamation Group, the parent company of Beidahuang, covers an area of 56200 square kilometers and has 113 farms, including 2.85 million hectares of arable land and 920000 hectares of woodland. Among them, only a small number of farms are injected into listed companies, and Beidahuang Group will inject more farms into Beidahuang in the future.
