Accurate poverty alleviation must be ruthlessly uprooted in governance

When the second national "Poverty Alleviation Day" is approaching, the "inaccuracy" of poverty alleviation has become a hot topic recently. According to the announcement of the National Audit Office, 3119 people in Mashan County, Guangxi do not meet the standards for poverty alleviation and filing, of which 343 are financial support personnel and 2454 have bought 2645 cars. In this regard, the Poverty Alleviation Office of the State Council said that no matter who infringes on the life-saving money of the most difficult people, "will not be spared."

There are always some individuals who regard the state's poverty alleviation policies and aid-the-poor funds as "Tang monk flesh". It is not only Ma Shan, but also problems such as the embezzlement of poverty alleviation funds and the falsification of poverty alleviation targets exist in many places. Whether it is caused by carelessness in poverty alleviation and mistakes in work, or deliberate violations of discipline and false public interests, they all turn life-saving money into unjust wealth, creating a strange image of localities "fighting for poverty" and the masses "pretending to be poor." Once this "community of interests" is formed, it will not only make it even more difficult to get rid of poverty, but also subvert the original intention of poverty alleviation.

In the past, the poor people were large and concentrated, so building a slip line and building a section of highway could open a door for the masses to shake off poverty and become rich. Now that 600 million people have been lifted out of poverty, and there are more than 70 million poor people left, helping the poor with pepper noodles will only be "grenades to blow up fleas", which will be thankless. In determining the targets of poverty alleviation, if the screening is unfair, the examination is not detailed, and the control is not strict, there will inevitably be problems such as inaccurate assistance, false collar theft, and so on, resulting in the "leakage" of policy resources.

The work of poverty alleviation and development has entered a sprint period of "gnawing hard bones, attacking fortifications and pulling out the stockade". Precision is the most important, and success or failure also depends on precision. To ensure that the poor can get rid of poverty accurately, it is necessary to change from "flood irrigation" to "precision drip irrigation" and from "stereotyped" to "personalized customization". It is indeed a huge workload for 70 million poor people to be distributed, why they are poor and how to help them. Non-rigorous and meticulous is not enough to seek fairness, not seeking truth from facts is not enough to build public trust, can we really understand the situation and implement the policy well, which is related to the country's overall strategic plan for poverty alleviation.

Poverty alleviation work is not only to help people in need to pull out their poor roots, but also to pull out the "poor roots" in grass-roots governance. For example, if you do not carry out aquaculture training, do not build a good sales channel, send the "poverty alleviation sheep" to fellow villagers and turn around and walk away, it will be difficult to guarantee that they will not be eaten by the poor people the next day; or, for example, if you see poverty alleviation funds, you will find ways to "manufacture qualifications" to get a share of the spoon.When you encounter the problem of poverty alleviation, no one is interested in it. how can a good policy have a good effect? Accurate poverty alleviation is a highly complex and creative work in itself. If we do not raise the level of serving the people, how can we get out of the dilemma of blood transfusion without hematopoiesis?

The poverty alleviation project is also a modernization project of grass-roots governance. Party members, cadres and public officials, whether their responsibilities are clear, their understanding is in place, their work style is solid, and their methods are appropriate, to some extent, determine the effectiveness of poverty alleviation and affect the image of the government. For this reason, it is necessary not only to help cadres get rid of "ideological poverty" and "style poverty", but also to help grass-roots people get rid of the poverty of governance ability and governance style. At present, such "poverty alleviation" is equally urgent. To develop problems and reform to ensure that the objectives of the central policy are not lost, and that all kinds of funds are spent on the cutting edge, we must rely on drastic institutional changes to cover the obstruction problems such as ineffective implementation and unfair adjudication. It is necessary to enter the reform field of vision, such as the management mechanism of financial transfer funds, the assessment mechanism of grass-roots cadres, the mechanism of helping cadres stationed in villages, as well as the mechanism of open government affairs and public participation.

When talking about poverty alleviation, General Secretary Xi Jinping pointed out that "poverty alleviation, as an important livelihood project, should be put there as a practical matter, even if the amount of transformation is less at a time, but doing one is one thing, which makes people feel that the party and the government have done a good job." The deep meaning of this is worthy of serious consideration. Since reform and opening up, China's achievements in poverty alleviation have attracted worldwide attention, and whether it can create another "Chinese model" in accurate poverty alleviation and grass-roots governance will attract the attention of the world.
