The agricultural science and technology training school jointly run by the local government and the cooperative is not only free of charge, but also provides food and accommodation.

As of 2014, the cooperative has trained more than 3500 farmers, and plans to train 1500 in 2015.

In Yunnan Province, where the number of poor people ranks second in the country, there are still 93 poverty-stricken counties and 5.74 million poor people. Although the rural labor force is rich in resources, the proportion of skilled workers who have been systematically trained is still low. An ongoing skills poverty alleviation program proposes to help reduce 1 million people living in poverty by 2020.

Zhang Zulin, vice governor of Yunnan Province, said that since 2011, the government has invested 508 million yuan in poverty alleviation funds to train 720000 people for labor transfer, and 93.66 million yuan has been invested in the "Rain and dew Program" aimed at labor transfer training and employment to get rid of poverty. Poverty alleviation through skills has become an important means of cutting off the intergenerational transmission of poverty.

Shi Likang, director of the Yunnan Provincial Employment Bureau, said that in 2014, there were more than 23.35 million rural workers in the province, but a total of 1.6817 million people participated in training, accounting for only 7.2 percent of the total, which hindered the transformation of human resources into human resources.

To this end, Yunnan plans to focus on the needs of economic and social development in poor areas and promoting employment and entrepreneurship of poor people for about five years starting from 2015, through special actions to help the poor through skills poverty alleviation, train workers who meet the needs of local industrial development and skilled personnel who adapt to the development of key industries in Yunnan.

"Yunnan's goal is to carry out more than one skill training for every poor person of working age by 2020, so that at least one skilled worker can be employed in every poor family of working age, and help 1 million poor people out of poverty." Shi Likang said.

There are more than 420000 poor people in Zhenxiong County, where Fu Fayan is located. Huang Jie, deputy head of Zhenxiong County, said that through skills poverty alleviation action, Zhenxiong intends to let at least one person from each of the poor and laid-off families master two skills, and from this year on, he will focus on skills training for more than 420000 poor people in 196 poor villages throughout the county.

Zhenxiong Bangxing eco-agricultural farmers' professional cooperatives have led more than 10,000 farmers to plant fruit trees to get rich. The cooperative has set up a training school for agricultural science and technology, training more than 100 new farmers who master scientific and technological planting technology in each phase.

Liu Yibin, founder and chairman of the cooperative, said, "through technicians, the cooperative teaches forest fruit planting techniques to members in various villages who are capable and willing to learn, and then these trained members teach farmers in each village. The members are very active."

In order to enable farmers to master forest and fruit cultivation techniques, the training course adopts "tracking" teaching, that is, with reference to the process of fruit tree growth, different contents are trained each year. Liu Yibin said: "Teaching according to the growth cycle of fruit trees will achieve better results and be more targeted."

In Yanshan County, Wenshan Prefecture, which is located in the rocky desertification area of Yunnan, Guangxi and Guizhou, Li Ming, deputy head of the county, said that many migrant workers "work for the sake of working". When they earn money, they take them back to their hometown to build houses, and then go out to continue to work.

However, without skills, these migrant workers have not fundamentally changed the face of family poverty. The surplus labor force in poor areas known as "two postgraduates" who fail to pursue further studies after graduating from junior and senior high school is an important part of going out to work.

One of the important tasks of the special campaign on skills poverty alleviation in Yunnan Province is to actively organize and carry out labor preparatory training for "two postgraduates" to help the poor, increase their employment skills, and give each student a training subsidy of 1500 yuan per semester (3000 yuan per school year).

Li Ming said: at the end of August this year, the Yanshan County government signed an agreement with Yunnan technician College, adopting the joint school-running mode of "government-school cooperation and entrusted management." to carry out technical education and skills poverty alleviation work for local poor personnel, "two undergraduates", and some enterprise employees.
