The Ministry of Finance said that listed companies and their holding companies are encouraged to invest in the construction of raw material bases and processing bases in the producing areas of agricultural products with advantageous characteristics. For leading enterprises of agricultural industrialization that build production bases in other places, they may declare industrialization projects in the original place of registration; enterprises that have registered independent legal persons at the location of the project shall generally declare the project at the location of the project. Loans occurring in different places (including inter-provincial) are allowed to apply for discounted interest at the location of the project, and the project shall be jointly declared by the loan applicant and the project implementer.
