Training should be based on the needs of farmers and should not be taken for granted

In recent years, the central government has issued a series of documents to strengthen the training of farmers. This year's Central Committee document No. 1 clearly stated: "actively develop agricultural vocational education and vigorously train new types of professional farmers."

From July to September 2014, the China Rural Research Institute of Central China normal University, relying on the platform of the "hundred villages observation" project, conducted a special survey on "the implementation of new farmer training" among 6771 farmers in 130 new rural communities in 262 villages in 31 provinces.

About ten years ago, a township in Ningde City, Fujian Province began to promote the training of farmers. Lin de (a pseudonym), a village cadre, said that in the early years, the training gave 50 yuan to each farmer who attended the meeting, but in a village with a resident population of more than 1500, less than 20 people attended the training.

It is not a unique instance, but has its counterpart. Wu Qingguo (a pseudonym), an accountant in a village in Ji'an City, Jiangxi Province, reflected that the silkworm training in his village was linked to the market situation of that year. "training is held every year, and all the big sericulturists come, and when the market is good, everyone is happy to come. Farmers are not willing to participate when the market is bad."

When farmers have inherited skills and accumulated experience in some aspects, they are often reluctant to participate in relevant training. Liu Erbao (a pseudonym), a big sericulturist in the village, told the reporter, "We are masters of epidemic prevention several times a year, so there is no need to participate." They need training on how to grasp the market situation and reduce the risk of aquaculture, but they have never held it.

The survey results show that 23.52% of farmers directly said they were not interested in the training content, and 9.95% thought the training content was too difficult for them to understand. In short, the single training content provided by the government does not match the needs of farmers' multi-faceted knowledge training, and farmers want the training to be broader, easier to understand and more targeted.

Chen Jie, a cadre from a village in Nanchang County, Jiangxi Province, said frankly that at present, there are still many gaps in the training of farmers in his village, and there are very few training that can be attended by young people in their twenties with low educational level and farmers of freshwater farming and poultry farming. If the government can take the lead and conduct relevant training, we can exchange farming experience, scale and market situation with each other, which is really good for us. "

Since 2012, there has been a great change in the attitude of farmers in Linde's village towards training. "in the past, they were not willing to pay, but now they all take the initiative to ask the county to send technical backbones to guide them, and the number of people participating in the training has changed from a dozen to 50 or 60."

Linde's village is a big tea-growing village, and the main income of farmers is picking tea. At the beginning, tea trees could be planted well with local methods, but with the deepening of training, more and more farmers realized the importance of technology. "technicians have a set of scientific methods on how to fertilize and cultivate tea trees after tea harvest. After training, the output of tea in the village has increased in the past two years. "

Because as a village cadre who takes part in training year after year, Linde has also become "half an expert." Whenever new tea grows, seedlings are planted and pigs come out of the fence, the neighbors next door always come to him for advice on when to fertilize, when to irrigate and when to come out of the fence.

Deng Dacai, executive director of the China Rural Research Institute of Central China normal University, pointed out that only training that meets the needs of farmers can be implemented and play a real role.
