Premier Li Keqiang presided over an executive meeting of the State Council on October 14, which decided to improve the compensation mechanism for broadband telecommunications universal services in rural and remote areas, narrow the digital gap between urban and rural areas, and deploy to speed up the development of rural e-commerce. New business type to promote consumption and benefit the people's livelihood; determine measures to promote the development of the express industry and cultivate new growth points of modern service industry.

The administrative villages with 98% broadband coverage in rural areas put forward by the executive meeting of the State Council are important measures to promote the deep integration of agricultural modernization and informatization. To increase the broadband coverage rate in remote rural areas is to promote the informationization of rural areas, agriculture and farmers; to develop rural e-commerce is to give agriculture, rural areas and farmers a specific form of economic development, which is an important carrier of rural economic informatization. And rural e-commerce development must rely on informatization. Promoting the development of express industry plays a guarantee role in the development of rural e-commerce. Because of the development of rural e-commerce, a developed and secure logistics system is needed.

At a time when the current economic downward pressure is obvious and economic growth needs new power, the executive meeting of the State Council focuses on the rural consumer market and promotes rural development and farmers' consumption, which is of great significance to China's economic transformation.

First of all, the countryside is a huge market. There are more than 800 million farmers in our country, but the consumption power of these more than 800 million farmers is not strong, and their consumption will is not stimulated, which leads to insufficient consumption in the rural market. If the consumption of more than 800 million farmers is mobilized, it will have a huge pulling effect on economic growth. Moreover, when the rural areas become rich and farmers have the money to spend, it is also conducive to narrowing the gap between urban and rural areas, and it is also an important manifestation that development benefits the people.

Secondly, in recent years, the rapid development of e-commerce, the scope of business has touched agriculture, rural areas and agricultural products, which has laid the foundation for further development. In terms of agricultural products trading, in 2014, there were 17 varieties of agricultural products online futures, with a trading volume of 2.186 billion lots, with a trading volume of 32.29 trillion yuan; there were 300 agricultural commodities trading markets, with a trading volume of 15 trillion yuan, an increase of 50%; the online trading volume of the agricultural products government of the Ministry of Commerce was 11.03 billion yuan, and the online retail sales of agricultural products was about 100 billion yuan, an increase of nearly 50%. In the next five years, the trading volume of e-commerce for agricultural products in China will account for 5% of the trading volume of agricultural products, 1% for foreign-related agricultural products, and 2% for mobile commerce of agricultural products. The prospect for the development of rural e-commerce is very broad.

Thirdly, in the construction of rural logistics network, all aspects are also making efforts. On the one hand, post has traditional advantages. According to statistics, China Post has 35000 outlets in rural areas, and basically has postal outlets and institutions in every township, and these institutions have 250000 convenient service stations, 110000 "three rural" service stations and 90, 000 village postal stations in rural areas. On the other hand, other express companies also actively layout in rural areas to seize the market share of rural express delivery. The gradual completion of the logistics network system will meet the logistics needs of rural e-commerce.

Of course, there is still a gap between the development of agriculture, rural areas and cities at present. The development of rural e-commerce is faced with some problems, such as the restriction of informatization, the high transportation cost of e-commerce, the slow speed of logistics, the low level of science and technology of farmers and the inadaptability to the emerging economy. Especially in the development of e-commerce, the operating cost of enterprises is too high and the profit space is limited. According to statistics, at present, there are nearly 4000 e-commerce for agricultural products in China, but among the 4000, there are only 1% profit, 7% huge loss, 88% slight loss and 4% flat. This situation determines that the state must promote the deep integration of agricultural modernization and informatization from the strategic development of narrowing the gap between urban and rural development, increasing the supply of rural public goods and releasing the rural consumer market. cultivate new forms of economic development such as rural e-commerce in order to increase farmers' income and improve their lives. The layout and government support measures made by the executive meeting of the State Council reflect such strategic arrangements.
