The Information Office of the State Council held a regular briefing on the policy of the State Council today. Zhang Feng, press spokesman and chief engineer of the Ministry of Industry and Information Technology, Wang Bingnan, assistant minister of commerce, and Ma Junsheng, director of the State Post Bureau, introduced the relevant policies on improving the compensation mechanism for universal telecommunications services, speeding up the development of rural e-commerce and promoting the development of the express industry.

On October 14, Premier Li Keqiang presided over the 108th executive meeting of the State Council, making arrangements for speeding up the development of rural e-commerce and strengthening new business type's work to promote consumption and benefit the people's livelihood.

Wang Bingnan pointed out that at this meeting, six measures were studied and deployed to promote the development of rural e-commerce:

First, local governments are required to strengthen overall planning and guidance. Local governments at all levels should attach great importance to rural e-commerce work, create a good market environment, actively cultivate market players, and expand the application of e-commerce in agriculture and rural areas.

Second, it is necessary to strengthen policy support. We will thoroughly carry out the work of "comprehensive demonstration of e-commerce into rural areas", formulate and promulgate the "norms and guidelines for rural e-commerce services", incorporate e-commerce into the poverty alleviation work system, and issue guidance on e-commerce poverty alleviation, so as to enhance the precision of e-commerce in poverty alleviation.

The third is to support and encourage development and innovation. Local enterprises are encouraged to actively explore new models of rural e-commerce, carry out rural e-commerce innovation and entrepreneurship competitions and create strong counties for rural e-commerce, and implement the "millions of talents" plan for rural e-commerce. Guide the media to increase publicity, strengthen the supervision of the network market, and create a good market consumption environment.

Fourth, speed up the improvement of the rural logistics system. We will focus on the construction of the county and rural logistics system, and encourage the integration of multiple stations and services on the same network. Encourage rural commercial and trade enterprises to build distribution centers, develop third-party distribution and public distribution, and establish a rural public warehousing and distribution system, with emphasis on supporting the construction of logistics facilities in old, young, border and poor areas. We will strengthen the construction of facilities such as distribution and cold chain facilities in rural areas.

Fifth, we should strengthen the construction of rural infrastructure. We will improve the compensation mechanism for universal telecommunications services, promote speed-up and fee reduction of broadband networks, and continuously increase the penetration rate of broadband in rural areas. Focus on the hardened roads in established villages, speed up the construction of rural highways, and promote the implementation of public transportation transformation in areas with conditions.

The sixth is to increase financial support. Simplify the procedures for small short-term loans for rural Internet merchants. We will increase support for credit loans for farmers and young people who start up e-commerce businesses, and give guarantees, loans and interest discounts to those who meet the conditions.

Wang Bingnan also said that in the next step, the Ministry of Commerce and other relevant departments will further refine and improve relevant work measures and do a good job in implementing the work in accordance with the arrangements and requirements of the State Council.
