The first is "fast", which is mainly reflected in the very fast development of rural e-commerce in our country. In 2014, there were 668 million netizens in our country, 178 million in rural areas, 77.14 million online shopping users in rural areas, an increase of 40.6% over the same period last year. The scale of online shopping in rural areas exceeded 180 billion, an increase of more than 60% over the same period last year. This is reflected in the number of online shoppers and online shopping sales.

The second is "wide". Is that the coverage is getting wider and wider. From a personnel point of view, rural online shopping users already account for 40% of rural Internet users, and there is still more room for development in the future. From a regional point of view, the rural areas in the eastern region gradually expand to the rural areas in the central and western regions. Of the 100 counties with the largest increase in mobile online shopping consumption in 2014, 75 were in the central and western regions. In terms of products, industrial products were mainly used to go to the countryside, but now they are expanding and developing to the cities of agricultural products. From January to September this year, online retail sales of fresh agricultural products have reached 38 billion yuan, more than 1.5 times the total for the whole of last year.

The third is "hot". People from all walks of life are very concerned about rural e-commerce and are actively involved in the process of construction. Not only big e-commerce companies such as Ali, JD.com, and SUNING actively respond to the country's call to build rural e-commerce operation networks; that is, traditional business enterprises, postal services, supply and marketing, and some enterprises of "thousands of villages and villages" are also developing from offline to online integration. By August 2015, China Post had launched 100000 service points. Local governments are also very active, many places regard e-commerce as a new bright spot of rural economic development, but also as a new engine of transformation and upgrading.

Wang Bingnan pointed out that in this regard, the overall situation of development is very good, and of course there are some problems. It can be said that the development process of rural e-commerce in our country is still in its infancy, and there are still some problems. For example, problems such as the imperfect development of market entities, lagging infrastructure, lack of talents, and so on, happen to be put forward by the 108th standing Committee of the State Council. These problems should be solved.

At present, many parties are talking about promoting the development of e-commerce, how to the whole box of resources? Wang Bingnan said: first of all, rural e-commerce is a systematic project, involving many systems and departments. As a government department, the Ministry of Commerce, under the leadership of the State Council, should conscientiously coordinate this systematic project and coordinate some policies and measures in all aspects. For example, in terms of direct participation in rural e-commerce, such as postal services, supply and marketing, and some traditional commercial enterprises, especially the first two, as state-owned enterprises, they play an important role in the construction of rural e-commerce.

In addition, he said that in promoting rural e-commerce, we should follow the law of the development of the market economy and promote effective integration in all aspects of society. For example, we should give full play to the role of large social e-commerce, encourage them to actively integrate with these state-owned enterprises, give full play to their respective advantages related to e-commerce, and make good use of the network and logistics resources in rural areas. strive to achieve multi-station integration, one station sharing, one shop multi-function, one network multi-use, to avoid repeated construction and waste of resources.
