Xu Kunlin said that the two varieties of cotton and soybeans implement target price subsidies. Generally speaking, the price follows the market and is formed by competition. When the market price is too low and farmers' income is affected, the state adopts the method of target price subsidy to make them have a certain benefit on the basis of compensation cost. At present, the cotton target price pilot project in Xinjiang is generally successful, and local cotton farmers welcome it very much.
