Shen Danyang said that the main purpose of carrying out the construction of the national backbone network of agricultural products circulation and the construction of public welfare agricultural products wholesale markets, and the pilot construction of cross-regional agricultural products infrastructure is mainly to enhance the ability of macro-control and people's livelihood protection. On the one hand, agricultural products should be sold more smoothly and more realistically. On the other hand, it is necessary to make it more convenient and affordable for ordinary people. The Ministry of Commerce and the Ministry of Finance began to carry out this work in 28 provinces last year and continue to implement it this year. Mainly through the government equity investment, the establishment of agricultural products circulation industry development fund and other ways to guide and drive social capital investment into the public welfare agricultural products wholesale market construction and cross-regional agricultural products cold chain circulation infrastructure construction.

Shen Danyang also said that the effect of the implementation is satisfactory, which is shown in three aspects: first, it has stimulated social investment. The Ministry of Commerce and the Ministry of Finance allocated 5 billion yuan from the central government to stimulate social investment of more than 15 billion yuan.

Second, the investment and financing mechanism has been innovated. The traditional way of financial support for the construction of agricultural products market system is "substituting awards for compensation". Now it is helpful to guide the formation of a long-term mechanism of sustainable development by taking financial funds as equity investment.

Third, it has played a local role of exploration and demonstration. For example, Shanghai, Ningxia and other pilot areas for the construction of public welfare agricultural products wholesale market extend the construction of public welfare market from wholesale to retail, promoting the construction of local public welfare retail network, which is also an extended effect.
