The meeting proposed that on the basis of co-ordinating the development of winter facilities vegetables in northern cities and the construction of bases for transporting vegetables from the south to the north, we should strive to be self-sufficient in winter and spring vegetables in large and medium-sized cities in the north by 2020.

On October 22, the Ministry of Agriculture held an on-the-spot meeting on vegetable production in northern facilities in Chaoyang, Liaoning Province. The meeting proposed that on the basis of coordinating the development of winter vegetable facilities in northern cities and the construction of bases for transporting vegetables from the south to the north, we should strive to achieve a vegetable self-sufficiency rate of more than 50% in winter and spring in large and medium-sized cities in the north by 2020, and further improve the quality and safety level and commodity grade of vegetable products in facilities.

The meeting stressed that in the future project implementation, we should strengthen the implementation of responsibilities, strengthen supervision and inspection, strengthen technical guidance, strengthen publicity and guidance, ensure that various objectives and tasks are completed on time and quality, and ensure the effectiveness of pilot projects for facility vegetables. We should focus on five aspects of work: first, we should continue to carry out pilot projects for the development of facility vegetables in large and medium-sized cities, and take the lead in achieving the "six modernizations" in the pilot areas, that is, standardization of production, intensification of seedlings, prevention and control of greening, harmless cultivated land, integration of water and fertilizer, regularization of training and guidance, improvement of production level, and enhancement of self-sufficiency. The second is to vigorously promote the standardization of facility types, planting patterns and quality management. The third is to optimize the layout of vegetable production structure, build a reasonable transport radius, and improve the supply capacity of vegetables in off-season. The fourth is to promote the convergence of vegetable production and marketing, focusing on linking the producing area market with the marketing area market, actively promoting the docking of agricultural supermarkets, gradually forming a modern circulation mode of cooperatives, distribution centers and direct sales points, and building a production and marketing information network. Speed up the construction of facility vegetable information service platform, establish a multi-level and complete facility vegetable information network service station, and organically connect farmers, markets and consumers. Fifth, improve the level of industrial management, focus on supporting a number of professional cooperation organizations with sound mechanisms, outstanding roles and relatively large scale, build a number of facilities vegetable seed and seedling breeding centers, support a number of plant protection, agricultural machinery and other professional service organizations; build a facility vegetable product display and promotion platform, increase publicity efforts, enhance product brand awareness, and increase market share.

It is reported that in the past three years, the Ministry of Agriculture has carried out pilot projects for the development of protected vegetables in winter and spring in northern large and medium-sized cities in 10 provinces (regions) of Hebei, Shanxi, Inner Mongolia, Liaoning, Jilin, Heilongjiang, Shaanxi, Gansu, Ningxia and Qinghai. basically achieved the use of 100% pollution-free means of production, 100% factory seedlings, 100% green control of diseases and insect pests, and 100% commercialization of products. 100% brand sales, 100% in line with national standards for food safety, the average winter vegetable self-sufficiency rate reached 45%, the average annual output value of solar greenhouse per mu was 33000 yuan, and farmers' income increased significantly.
