With a total investment of 17.95 billion yuan and a total construction period of 45 months, the project is the largest water conservancy project implemented in Hubei Province with the largest investment scale, the widest coverage area and the largest number of beneficiaries. According to the approval of the National Development and Reform Commission, the water resources allocation project in northern Hubei clearly focuses on urban and rural living, industrial water supply and agricultural water supply in eastern Tang Dynasty. The project takes Danjiangkou Reservoir as its water source, draws water from Qingquan Gully of Danjiangkou Reservoir, crosses the north of Hubei Province from northwest to southeast, passes through Laohekou City, Xiangzhou District and Zaoyang City of Xiangyang City, Sui County County, Zengdu District and Guangshui City of Suizhou City, and ends at Wangjiachong Reservoir of Dawu County of Xiaogan City.

Chen Lei, Minister of Water Resources, said at the commencement ceremony that northern Hubei is an important production base to ensure national food security and an important automobile industry corridor in Hubei Province. Providing reliable water resources guarantee for northern Hubei can guarantee urban and rural water supply security and food security, improve regional ecological environment, and promote people in old revolutionary areas and poor mountainous areas to get rid of poverty and increase production and income.

According to Wang Zhongfa, director of the Water Resources Department of Hubei Province, the total length of the water transmission line is nearly 270 kilometers, the whole line is diverted by gravity, the planned annual water diversion volume is 1.4 billion cubic meters, 36 reservoirs in the receiving area are used for joint dispatching, and 24 water outlets are set up. After completion, it will benefit 4.82 million people and solve the living and industrial and agricultural water consumption of 4.69 million mu of cultivated land.
