In recent years, General Secretary Xi Jinping has repeatedly pointed out: it is necessary to develop modern aquaculture, forest and fruit industry, and horticulture according to local conditions, and to develop dominant industries in one village, one product, one village, one product, one township, one industry, and one county. Several Central Committee No. 1 documents have also repeatedly stressed: support the development of one village, one product, one township (county) and one industry, strengthen the county economy, and drive farmers to get rich through employment. Practice in various localities has proved that the development of one product per village is an important measure to promote the transformation of agriculture, adjust the structure, and improve quality and efficiency, which should be attached great importance to and vigorously promoted.

First, fully affirm the outstanding results of the development of one village and one product

One product per village has been developed in China for nearly 20 years, with extensive adaptability and exuberant vitality, and has been more and more recognized and chosen by the broad masses of farmers. Especially in recent years, one product per village has played a prominent role and achieved remarkable results in promoting the development of agricultural and rural economy.

(1) the effect of strengthening the village and enriching the people is remarkable, and the development of one village and one product has become an important way to activate the regional economy and promote farmers' employment and prosperity.

Based on local resources, many places comprehensively consider factors such as location advantages, industrial foundation and market conditions, give priority to the development of competitive leading industries and characteristic products, and vigorously cultivate specialized villages and towns, which have strengthened the collective economy of rural areas. it has also broadened the channels for increasing farmers' employment and income, and become a new bright spot in the development of agricultural and rural economy. By the end of 2014, the number of specialized villages of various types across the country had reached 55000, including 2419 specialized villages with a total economic income of more than 100 million yuan and 214 with a total economic income of more than 1 billion yuan. The per capita net income of farmers in specialized villages is 11673 yuan, 18% higher than that of farmers nationwide in 2014. Many places regard the development of one village and one product as an important means for difficult villages to shake off poverty and become rich. Tianjin has formulated a characteristic industrial development plan of "one village, one policy" to help weak villages with one village and one product industry project, which has effectively accelerated the pace of rural poverty alleviation and prosperity.

(2) with the continuous agglomeration of leading industries, the development of one village and one product has become an important starting point for adjusting the agricultural industrial structure and optimizing the regional layout.

According to the regional layout planning of characteristic agricultural products, many places actively guide specialized villages and towns to develop large-scale, specialized and standardized production bases, radiate and drive the surrounding areas, and improve the water level of the agglomeration of advantageous characteristic industries. showing a multi-village one product, one township one product, one county one industry development pattern, optimized the agricultural structure and regional layout. In 2014, the planting base area, aquaculture area and livestock production of specialized villages across the country increased by 4.4%, 8.2% and 4.5% respectively over the previous year, and the effect of industrial agglomeration became more prominent. By vigorously implementing the development strategy of "one village, one product" and "one county, one industry", Shanxi Province has sprung up many professional villages with different characteristics, such as cow village, walnut village, red jujube village, mutton village, millet village and so on. Shaanxi Province, taking one village and one product as the path, vigorously develops modern agriculture with characteristics. Different regions have different development priorities. Apples in northern Shaanxi, kiwifruit in Guanzhong, and tea in southern Shaanxi have become characteristic advantage industrial belts.

(3) Brand benefits are emerging day by day, and the development of one product per village has become an important measure to ensure the quality and safety of agricultural products and to build characteristic brand agriculture.

Many places use quality and safety management and brand construction to promote the development of one village and one product, actively carry out trademark registration and "three products and one standard" certification, establish a quality traceability system, and cultivate well-known brands, which not only effectively ensure the quality and safety of agricultural products, but also enhance the popularity and market competitiveness of characteristic products. By 2014, 23000 professional villages had obtained certification for pollution-free agricultural products, green food and organic agricultural products, and specialized villages with registered trademarks, famous brand products at and above the provincial level, and protection and certification of geographical indication products, accounting for 26.9%, 8.1% and 17.4% of the total, respectively. Anyue County, Sichuan Province, through brand manufacturing, Anyue lemon has won the National Geographic indication protection products and China's well-known trademark title, with the "Chinese famous fruit" and "Tianfu Ten Treasures" honor.

(4) organizational models are becoming more and more abundant, and the development of one product per village has become an important carrier for cultivating new business entities and innovating agricultural management system.

Local experience has proved that professional villages and towns are the basic platform for cultivating new agricultural management subjects, the development of one village and one product has given birth to the development of new management subjects, and the development and growth of the new main body has accelerated the development of one village and one product.

Through one village and one product, organizations such as village-community interaction and village-enterprise docking have emerged, and multi-subjects such as professional families, family farms, farmers' cooperatives, leading enterprises, and social service organizations have coexisted and developed cooperatively, gradually forming an intertwined operating mechanism. By the end of 2014, 66.9 percent of specialized villages across the country had set up farmers' cooperatives, and nearly 50 percent of farmers in specialized villages had joined farmers' cooperatives, much higher than that in ordinary villages. 39.8% of the specialized villages have achieved effective docking with leading enterprises.

(5) stimulating the endogenous power in rural areas and developing one product per village has become an important platform for training new professional farmers and improving their self-development ability.

Through the development of one village and one product, it has effectively stimulated farmers' entrepreneurial enthusiasm, made farmers better understand the advantages of local resources and development potential, and made farmers learn advanced planting and breeding skills, processing techniques and marketing skills in the process of developing characteristic products, thus creating a large number of new professional farmers. It can be said that the development of one village and one product is a vivid embodiment of mass entrepreneurship and innovation in rural areas.

(6) the functions of agriculture have been gradually expanded, and the development of one village and one product has become an important basis for extending the industrial chain and promoting the integration of the primary, secondary and tertiary industries in rural areas.

With the development of one village and one product, the leading industries in some villages and towns have gradually grown, effectively promoting the development of their own and surrounding agricultural products processing, storage, packaging, transportation and other related industries, and extending the industrial chain and value chain; some villages and towns fully explore the functions of agricultural leisure and tourism, cultural inheritance and ecological protection, and actively develop rural tourism, folk culture industry and agriculture with ecological characteristics. Some villages and towns comply with the change of market sales mode and actively develop new forms of business such as e-commerce and network marketing, which has effectively promoted the integrated development of the primary, secondary and tertiary industries in rural areas.

Practice has proved that "one village, one product" is an effective model for the development of agricultural and rural economy, and has played a unique and important role in promoting the construction of modern agriculture with characteristics. However, it should also be noted that the overall development level of one village and one product in our country still needs to be improved, the number of professional villages is not enough, the industrial level is low, the product grade is not high, and there is a lack of rural talents. Some localities do not have a good understanding of the importance of developing one village and one product, do not pay enough attention to it, and lack the necessary policy support, and these problems should be seriously solved.
