The steady development, transformation and upgrading of fishery production are accelerated.

Since the beginning of this year, the country's modern fishery construction has continued to take solid steps, with the steady development of fishery production, the introduction of major preferential fishing policies, and solid progress in resource conservation. Closely centering on ensuring supply, transferring mode, and adjusting structure, the fishery system seeks innovation and change in the aspects of developing modern aquaculture mode, innovating marketing service, strengthening industrial management, increasing the construction of marine pastures, and promoting fishery informationization. A lot of effective explorations have been carried out, and good economic and social benefits have been achieved, providing a new driving force for the transformation and upgrading of traditional fisheries to modern fisheries.

Production has maintained a steady development, and processing and export are facing challenges. Various statistics show that in the first three quarters of this year, fishery production maintained a steady development trend, with active market transactions and adequate supply. According to statistics from 20 major fishery provinces across the country, the national output of aquatic products in the first three quarters was 41.5121 million tons, an increase of 2.63 percent over the same period last year, of which aquaculture production was 31.7548 million tons, up 3.56 percent over the same period last year, and fishing production was 9.7573 million tons, down 0.25 percent from the same period last year. According to another survey, trading in the aquatic products wholesale market was active in the first three quarters, and aquatic product prices decreased slightly. Trading volume increased by 4.8% over the same period last year, and the comprehensive average price dropped slightly by 0.75% over the same period last year. Affected by the weak price, the production efficiency of fishermen showed a downward trend. Affected by the weak demand in the international aquatic products consumer market, aquatic products processing and import and export trade are faced with great difficulties. According to customs statistics, from January to August, the export volume of aquatic products decreased slightly by 1.69% compared with the same period last year, and the export volume decreased by 5.84% compared with the same period last year. All the major export markets except ASEAN showed a downward trend. As export-oriented enterprises begin to turn to the domestic market, other countries also focus more on China. Since the beginning of this year, the number of imported aquatic products sold at home has increased significantly, and the competition in the domestic market has been unprecedentedly fierce. In the face of the upgrading of market competition, the tightening of resources and environmental constraints and the rising costs, aquatic products processing and export trade are facing unprecedented challenges.

The construction of fishery ecology has been continuously promoted, and the adjustment policy of oil price subsidies has been introduced. The Ministry of Agriculture has continuously stepped up efforts to clean up and rectify "non-household nets" and "three nots" vessels involved in fishing. according to incomplete statistics, by the end of September, nearly 16000 fishing vessels involved in fishing had been banned nationwide, and nearly 35000 illegal fishing vessels had been investigated and dealt with. nearly 330000 illegal fishing gear (tops) have been cleaned up, effectively forming and maintaining a high-pressure situation of cracking down and rectification. The work of environmental protection and ecological restoration of fishery resources has been carried out in an orderly manner, and the release of all kinds of aquatic seedlings is expected to reach more than 30 billion in the whole year. The establishment of demonstration counties and demonstration farms for healthy aquaculture has been carried out in depth, and it is estimated that by the end of the 12th five-year Plan, the number of demonstration farms for healthy aquaculture will reach more than 5600. In June this year, the Ministry of Finance and the Ministry of Agriculture jointly issued the Circular on adjusting the Oil Price subsidy Policy of domestic fishing and Aquaculture to promote the sustained and healthy Development of Fisheries, implementing the concept of ecological priority and taking into account the development of fisheries, the livelihood of fishermen and the stability of fishing areas. Part of the funds will be used for the urgently needed aspects of modern fishery construction, such as fishermen's reduction of ships to production, renewal and transformation of fishing vessels, conservation of resources, subsidies for fishing closures, information construction, transformation of aquaculture infrastructure, construction of navigation marks of fishing ports, and so on, to provide strong support for the transformation and upgrading of the fishery industry.

Transformation and upgrading has been accelerated, and there are many bright spots for improving quality and efficiency. Various localities actively develop modern aquaculture models that are energy-saving, water-saving, ecological, efficient and safe, promote the integrated development of aquaculture production and environmental protection of resources, processing and circulation, and leisure fisheries, and pay more attention to brand building and the application of modern information technology. A number of new models of modern fishery development with remarkable results and bright spots have emerged. For example, the "Zhangzi Island model" of "marine pasture ecological farming + modern enterprise management + brand marketing" in Dalian City, Liaoning Province; "Zetan model" of "three-dimensional ecological circulation culture of shellfish ginseng + Internet of things management + cooperative industry chain service" in Laizhou City, Shandong Province; "Huashan model" of "rice planting + crayfish nursery processing + comprehensive utilization of by-products" in Qianjiang City, Hubei Province And the "offshore processing mode" of "direct offshore processing of large processing vessels + full cold chain transportation of acquisition vessels + order production of fishing vessels" and so on. According to data released by the National Bureau of Statistics, in the first half of the year, the added value of primary, secondary and tertiary production accounted for 59%, 17% and 24% of the fishery economic added value of the whole society, respectively. Among them, the proportion of primary and secondary production decreased by 1 percentage point compared with the previous year, and the proportion of primary and secondary production increased by 2 percentage points over the previous year.

In the fourth quarter, the fishing moratorium in all sea areas ended, fishing production entered the peak season, and aquaculture production also ushered in a concentrated harvest period. it is expected that in the absence of major natural disasters and emergencies, the output of aquatic products for the whole year will maintain a steady and slight increase. Under the influence of both production growth and weak prices, fishermen's income is expected to rise steadily, but the growth rate is narrowed. The total trade volume of aquatic products, the number of aquatic products processing enterprises and the output value of the processing industry are all likely to decline in the whole year. The pace of the development of the integration of "one, two and three industries" will be further accelerated, and the development speed of leisure fishery and e-commerce is expected to be significantly improved.
