Northeast Inner Mongolia, northern Heilong River and other places will usher in moderate to heavy snow, local blizzard. The Ministry of Agriculture requires agriculture and animal husbandry departments at all levels to strengthen cooperation with meteorological departments, improve the consultation mechanism for major disaster weather and the professional operation system for monitoring and early warning of cold wave ice and snow disasters, and widely publicize the adverse effects of cold wave ice and snow on animal husbandry by means of mobile phone text messages, network, radio and television, so as to improve farmers' awareness of disaster prevention and reduction and their ability to save themselves and each other.

At the same time, in view of the disaster prevention situation faced by grassland animal husbandry production, various localities should organize experts and animal husbandry service forces to help farmers and herdsmen calculate forage accounts, guide farmers and herdsmen to make forage reserves, speed up the progress of livestock fencing, and reduce forage pressure in pastoral areas. minimize the risk of breeding caused by disasters. Guide farmers and herdsmen to strengthen sheds, increase thermal insulation facilities, strengthen the feeding and management of basic female livestock, do a good job in flow prevention and fetal protection, and ensure that basic female livestock and calves can spend the winter and spring safely.

In addition, all localities should speed up the establishment and improvement of emergency plans and relevant work regulations for cold wave ice and snow disasters in grassland animal husbandry, strengthen the implementation of responsibilities, and strengthen emergency duty and emergency handling.
