According to the 2015 supervision work plan of the standing Committee of the National people's Congress, the inspection team of the standing Committee inspected the implementation of the Agricultural Law from April to September this year, focusing on food security, agricultural input and support protection, rural financial services and agro-ecological compensation.

According to the report, governments at all levels have increased their investment in supporting agriculture in accordance with the provisions of the Agricultural Law. From 2010 to 2014, the national general budget expenditure on agriculture, forestry and water totaled 5.7272 trillion yuan, with an average annual growth rate of 14.6%. In 2015, the national budget allocated 1.6953 trillion yuan for agriculture, forestry and water, an increase of 11.4 percent over the previous year. During the 12th five-year Plan period, the central government allocated 1.079 trillion yuan for agricultural infrastructure investment, an increase of 499 billion yuan over the Eleventh five-year Plan.

However, the report points out that although the amount of financial investment in supporting agriculture at all levels has been increasing in recent years, there is still a large gap compared with the needs of agricultural development, and the input mechanism for supporting agriculture needs to be improved. The vast majority of city and county finance is mainly used to protect wages, operation and stability, unable to increase investment in agriculture and rural public utilities. The existing input for supporting agriculture has some problems, such as unreasonable structure, scattered use and low efficiency, and the problems of agriculture-related subsidy projects are prominent.

The report points out that at the present stage, the overall development of rural finance in China lags behind, the gap between urban and rural financial development is large, and the problem of insufficient supply of rural finance is still quite prominent. Agricultural insurance can not meet the actual needs of the majority of farmers, especially the main body of new agricultural production and operation, the level of protection is low, and the insurance amount accounts for only 1/3 of the total production cost.

Agricultural development is restricted by environmental resources.

Beijing, November 2 (Xinhua) reporter Zhang Yuan's report on inspecting the implementation of the Agricultural Law pointed out that China's agricultural development is increasingly constrained by environmental resources, and sustainable development has a long way to go.

The report points out that in terms of agricultural ecological environment protection, the situation of "emphasizing development, neglecting protection, emphasizing cities, neglecting rural areas, heavy industry, neglecting agriculture, and focusing on sources rather than non-point sources" is relatively common. The amount of chemical fertilizer used in China is on the high side, and the utilization rate is low, and the fertilizer consumption of wheat and rice is much higher than the world average. From 2010 to 2014, the annual use of crop pesticides in China is 310000 tons (pure), with high drug consumption per unit area and low utilization rate.

Based on this, the report requires that it is necessary to further enhance the sense of responsibility and mission, establish the main responsibility of agricultural environmental protection, and do a good job in agricultural environmental protection with the concept of "ecological civilization, environmental friendliness, and resource conservation." We will continue to implement the policy of protecting the agricultural ecological environment, strengthen the protection of natural resources such as water sources, land, forests, grasslands and wetlands, and constantly improve policies and measures for ecological compensation. We will strictly regulate agricultural inputs, promote low-toxic bio-agricultural drugs and advanced technologies for the application of chemical fertilizers and pesticides, and speed up the implementation of zero growth in chemical fertilizers and pesticides. Strengthen the prevention and control of non-point source pollution, carry out the treatment of environmental pollution in producing areas, and focus on solving the problem of soil heavy metal pollution. We will promote the resource utilization of agricultural waste, explore the operating mechanism of government support, enterprise operation, social participation and promotion of the whole county, and build a management system for harmless treatment and resource utilization of agricultural waste.

Promote the formulation of food law and rural finance law

Beijing, November 2 (Xinhua) Reporter Zhang Yuan's report on inspecting the implementation of the Agricultural Law recommended strengthening legislation related to agriculture to provide legal guarantee for the work of agriculture, rural areas and farmers.

The report points out that agriculture is one of the key points put forward by the fourth Plenary session of the 18th CPC Central Committee to strengthen the construction of the legal system of market economy. This year's Central Committee document No. 1 proposed that "it is necessary to strengthen the connection between rural reform decision-making and legislation, major rural reforms should be based on the law, legislation should take the initiative to meet the needs of rural reform and development, and if practice has proved to be effective and the legislative conditions are ripe, it should be upgraded to law in time."

The report suggests that in the coming period, we should actively promote the formulation of the grain law and the rural finance law, and amend the seed law, the rural land contract law, the farmers' professional cooperative law, and the forest law, so as to provide legal guarantee for the work of agriculture, rural areas and farmers.
