The most important thing is that the ownership of collective assets is not clear, the rights and responsibilities are unclear, the protection is not strict, the circulation is not smooth and so on. In this case, the rights of the majority of farmers have been greatly damaged, can not fairly share the results of the reform, the clarification of property rights has become a key issue that can no longer be avoided.

Specifically, there are two main forces that damage farmers' rights: the strong expropriation of agricultural land by the government in the process of urbanization, and the exploitation of farmers' individual rights and interests by rural collectives. Urbanization is the trend of the times. Only by unswervingly promoting urbanization can China achieve great-leap-forward development and narrow the gap between the rich and the poor between urban and rural areas and even between various social groups. However, in this process, some local governments forcefully deprive farmers of their land income rights, drive them upstairs, resell cheap requisitioned farmland, gain huge interest margins, and pass on the cost of urbanization to farmers.

This time, the Central Committee has made it clear that it will give farmers more property rights, explore the system of paid use of homestead and the mechanism of voluntary paid withdrawal, and explore effective ways to mortgage, guarantee, and transfer farmers' housing property rights. it should be said that it is in line with the market economic system and farmers' rights and interests.

In addition, the problem of random transfer of agricultural land by rural collective organizations is also very serious. Although the state has always stressed that the guidance and supervision of rural grass-roots organizations should be strengthened, the effect is not obvious. Many rural collective responsible persons are still dissociated from supervision, and the phenomenon of "petty officials' huge corruption" is very serious. According to an article in China discipline Inspection and Supervision magazine in October, when the discipline Inspection Commission of Yanta District of Xi'an handled the letters and visits handed over by the central inspection team, it was found that Yu Fan, former director of Dongtan Community, Zhangba Street, Yanta District, privately sold collective land, accepting 50 million yuan in bribes and the total amount involved in the case was as high as 120 million yuan.

On the surface, these problems are the quality of individual village officials, but the root cause is that the rural collective has too much weight on land and other issues. Therefore, how to further strengthen and restrain the rural collective and promote the reform of the rural collective property right system is worthy of in-depth study. At the very least, we should clarify the specific interests of farmers on land and earnestly promote the determination of collective assets to households. Only in this way, it is possible to avoid repeated obstructive behavior.
