Wang Yang, vice premier of the State Council and head of the leading group of the third National Agricultural Census of the State Council, presided over the meeting and made a speech. He stressed: the agricultural census is a major survey of national conditions and national strength to fully understand the development and changes of "agriculture, rural areas and farmers," and it is necessary to strengthen leadership, meticulous organization, and do a good job in the third agricultural census with high standards and high quality.

Wang Yang pointed out that at present, China's agricultural and rural development is in an important stage of transformation and upgrading, and the agricultural census should comprehensively find out the basic situation of China's agriculture, rural areas and farmers. accurately grasp the new situation of agricultural production, various forms of agricultural scale operation, new agricultural management main body, agricultural industrialization and so on, deeply study the new problems and contradictions in agricultural and rural areas, and find out the gaps and shortcomings of agricultural and rural development. Reflect the progress of agricultural modernization and the true face of rural development and changes in farmers' lives, and provide strong data support for the scientific formulation of "agriculture, rural areas and farmers" policies and serving the development of agriculture and rural areas.

Wang Yang stressed: all localities and relevant departments should conscientiously formulate plans, implement funds, and train personnel in accordance with the principles of unified leadership throughout the country, division of labor and cooperation among departments, local responsibility at different levels, and joint participation of all parties, and step up efforts to do a good job in the preparations for the agricultural census. It is necessary to firmly establish the consciousness of quality first, strictly follow the laws of investigation, improve the census system and methods, and ensure the quality of census work.

The national agricultural census is conducted every 10 years, and the standard time for the third national agricultural census is December 31, 2016.
