At the meeting, the local government and the relevant central enterprises exchanged the arrangements for the collection and storage of autumn grain this year and the progress of the preliminary work, and carried out research and deployment for the next step of work. The meeting demanded that it is necessary to fully understand the important significance of doing a good job in the purchase of autumn grains and spare no effort to do a good job in the implementation of various policies and measures. First, make the best use of social storage capacity, set up reasonable storage points to meet the needs of farmers to sell grain, and achieve due collection; second, all localities should actively implement the provincial governor's responsibility system for food security and step up the introduction of measures for the purchase of substandard corn. at the same time, technical guidance and services should be strengthened to help farmers reduce moldy corn as much as possible. The third is to organize and mobilize farmers to sell grain at the right time, to eliminate the psychology of being reluctant to sell at a price, and to prevent corn from becoming moldy in farmers' homes and selling grain in a pile after the beginning of spring next year; fourth, strictly implement the purchase price policy and settlement policy, and never withhold grain farmers and "white slips" in any form; fifth, do a good job in policy publicity and public opinion guidance in a serious and meticulous manner. In addition, it is necessary to guide multiple subjects to actively enter the market and purchase; strengthen the connection between production and marketing, support enterprises in sales areas to purchase and replenish warehouses in the northeast region; strengthen supervision and inspection, and strictly investigate and deal with violations such as Chen Dingxin and "turning grain"; we should conscientiously do a good job of safe grain storage and safe production, and we will no longer use barns to store grain in the future.
