Let farmers get more property income

Solving the problems of agriculture, rural areas and farmers is always the top priority of the work of the whole party. An important reason for the long-term lag of rural development is that the assets in the hands of farmers are difficult to turn into capital, and farmers' contracted land, homestead, houses and collective construction land are difficult to be used for mortgage, realization and other capital operations. In this way, it is difficult for farmers to obtain property income. In contrast, farmers in the suburbs of some cities receive large amounts of compensation as a result of land expropriation, or even get rich overnight. It should be noted that only by bulging farmers' pockets in a reasonable and legal way can their living standards and sustainable consumption be improved. Only in this way can farmers lead a well-off life in an all-round way. This can also be used as a major measure to ease the current downward pressure on the economy.

A few days ago, the "Comprehensive implementation Plan for deepening Rural Reform" issued by the State Office of the CPC Central Committee made specific arrangements for deepening the reform of the rural collective property right system, proposing to carry out rural land expropriation, the introduction of collective construction land into the market, the pilot reform of the homestead system, and deepening the reform of the rural land contract management system. In some places, some explorations have been made in this regard. For example, Chongqing set up a rural land exchange in 2008 to conduct pilot land ticket trading. Over the past seven years, farmers have withdrawn from homestead and sold more than 200,000 mu of land, adding more than 70,000 mu of arable land, which not only increases farmers' income, but also meets the demand for urban construction land. At the present stage, we should pay close attention to the progress of relevant reforms and make a summary and judgment in a timely manner. This is related to the improvement of farmers' property income, the smooth development of agriculture, and the realization of the goal of building a well-off society in an all-round way as scheduled.

Another important way to increase farmers' income is to further increase farmers' wage income, which requires farmers to settle down in cities and towns. In the past 10 years, although great achievements have been made in the construction of urbanization in China, due to reasons such as the lack of reform of the fiscal and taxation system, housing prices in many cities are abnormally high, and it is difficult for people to buy houses based on normal wage income. greatly reduced the purchasing power of residents and life satisfaction. To fundamentally solve these problems, we need to comprehensively deepen the reform, and to enable migrant workers to gain a firm foothold in cities and towns in the short term, in addition to the relevant supporting system reform, the most direct and effective way is to enable them to buy houses and live in cities and towns through the transfer of rural homestead and housing. Therefore, on the basis of unified registration of real estate and improvement of property tax (real estate tax), giving farmers a certain commodity attribute of homestead and housing is an important channel to increase farmers' property income.

Promote the two-way flow of urban and rural resource elements

In recent years, China has entered the track of rapid urbanization, labor, capital and other resource elements have flocked to the city, which is a necessary process of economic development. However, due to the household registration system, land system and other institutional mechanisms, resource elements have been in a state of one-way flow from rural areas to cities for a long time. This is not only different from the process of gradual urbanization in ordinary market economy countries under the condition of free and two-way flow of resources, but also incompatible with the requirement that the market plays a decisive role in the allocation of resources, blocking the channel of market resources to feed the countryside. It makes it more difficult to change the dual structure of urban and rural areas. To promote the two-way flow of resource elements between urban and rural areas and promote the coordinated development of urban and rural areas, we must reform the rural land system and household registration system, so that resource elements can return to rural areas under the action of market mechanism. Some people worry that the entry of industrial and commercial capital into rural areas will lead to land mergers and other problems. There is some truth in this concern, but it should not hinder the flow of resource elements to rural areas through market channels, let alone delay the reform of the rural land system and household registration system. The correct way is to design and implement another basic system at the same time, that is, to deepen the reform of the fiscal and taxation system. Among them, the most important thing for the optimal allocation of resource elements between urban and rural areas is the improvement and implementation of property tax. We can first implement the property tax, including rural real estate, and carry out tax regulation and management of non-agricultural real estate. This can not only effectively limit the side effects of industrial and commercial capital flowing into rural areas in accordance with the law, but also promote the two-way flow of resource elements between urban and rural areas and the coordinated development of urban and rural areas. This also shows that in the process of comprehensively deepening reform, we need to pay special attention to the systematicness, integrity, and cooperation of the reform.

Support the healthy development of "Internet +" in rural areas

Mass entrepreneurship, mass innovation and "Internet +" are of great significance for building a moderately prosperous society in rural areas in an all-round way. In today's rural areas, there is an average of one netizen in less than four residents, and "Internet +" can play a great role in promoting rural economic development. For example, in August this year, Henan and other wheat producing areas were hit by natural disasters before the wheat harvest, and the quality could not meet the requirements of the state for harvesting and storage, and farmers could not sell millions of jin of grain at reduced prices. At the same time, some companies that make industrial alcohol and feed want to buy cheap grain as raw materials, but can't find supplies. Information asymmetry leads to a lot of waste and causes huge economic losses to farmers. If there is an authoritative and convenient Internet trading platform for agricultural products, this situation will be greatly reduced, farmers will be able to increase their income, and enterprises will benefit. Now there are Internet companies in this area of efforts. The departments concerned should pay close attention to the new changes and trends in enterprises, markets, and science and technology, and actively support the healthy development of "Internet +" in rural areas.
