At present, it is time for autumn harvest and winter planting, so it is necessary to take more measures to effectively protect the interests of farmers and their enthusiasm for growing grain. First, it is necessary to do a good job in the purchase of autumn grain, increase investment in the construction of storage facilities, speed up the progress of grain depots under construction and maintenance and renovation, add plans to move depots across provinces as needed, increase the transportation of grain from the north to the south, and promptly introduce policies to encourage processing enterprises to enter the market to buy grain. We will strictly investigate "white slips" and depress grades and prices to prevent "difficulties in selling grain." Second, it is necessary to safely digest the existing inventory and transfer the qualified temporary storage corn into the national one-time reserve. Strengthen grain storage management to ensure the safety of grain storage. Third, it is necessary to do a good job in agricultural production in winter and spring, speed up water conservancy construction such as irrigation and drainage facilities, and strengthen the guarantee of agricultural materials. We will increase investment in the construction of high-standard farmland, focusing on the main producing areas. Fourth, it is necessary to reform the mechanism for the formation of grain prices and the collection and storage mechanism, improve the subsidy policy for corn and soybeans, and continue to implement the minimum purchase price policy for wheat, rice and other food rations next year. Fifth, it is necessary to promote the conversion of farmland to forests on sloping land in the south, promote fallow farming and rotation of corn and soybeans, expand the scope of the pilot project of "changing grain to feed", and promote the adjustment of planting structure.
