Premier Li Keqiang of the State Council presided over an executive meeting of the State Council on November 11th to determine measures to stabilize grain production and increase income from growing grain, ensure food security and the interests of farmers; deploy consumption upgrading to promote industrial upgrading, cultivate new supply and new driving force to expand domestic demand; decided to promote the combination of medical and health care and pension services to better ensure a sense of security for the elderly; and adopted the Map Management regulations (draft case).

The meeting pointed out that China's grain production has increased year after year, and another bumper harvest this year has effectively supported economic and social development and the improvement of people's livelihood, but there are also problems such as a substantial increase in stocks and a drop in prices. At present, it is time for autumn harvest and winter planting, so it is necessary to take more measures to effectively protect the interests of farmers and their enthusiasm for growing grain. First, it is necessary to do a good job in the purchase of autumn grain, increase investment in the construction of storage facilities, speed up the progress of grain depots under construction and maintenance and renovation, add plans to move depots across provinces as needed, increase the transportation of grain from the north to the south, and promptly introduce policies to encourage processing enterprises to enter the market to buy grain. We will strictly investigate "white slips" and depress grades and prices to prevent "difficulties in selling grain." Second, it is necessary to safely digest the existing inventory and transfer the qualified temporary storage corn into the national one-time reserve. Strengthen grain storage management to ensure the safety of grain storage. Third, it is necessary to do a good job in agricultural production in winter and spring, speed up water conservancy construction such as irrigation and drainage facilities, and strengthen the guarantee of agricultural materials. We will increase investment in the construction of high-standard farmland, focusing on the main producing areas. Fourth, it is necessary to reform the mechanism for the formation and collection and storage of grain prices, improve the subsidy policy for corn and soybeans, and continue to implement the minimum purchase price policy for wheat, rice and other food rations next year. Fifth, it is necessary to promote the conversion of farmland to forests on sloping land in the south, promote fallow farming and rotation of corn and soybeans, expand the scope of the pilot project of "changing grain to feed", and promote the adjustment of planting structure.

The meeting held that focusing on new consumer demand, innovative supply of consumer goods and other related industries and services can enrich people's lives, release the potential of domestic demand, make up for the shortcomings of people's livelihood, promote industrial upgrading and improve product quality. The meeting determined that, first, the institutional and institutional obstacles restricting the expansion of consumption should be removed through reform and innovation. We will speed up the classified reform of educational, health, cultural and other institutions, transform enterprises into enterprises as soon as possible, comprehensively relax market access for private capital, gradually reduce, relax and relax restrictions on foreign investment in different areas, and support the application of new technologies, new processes and new materials. We will increase the effective supply of high-quality and new products and living services. In order to speed up the reform of the household registration system to drive housing, household appliances and other consumption. Second, optimize the consumption environment. Comprehensively raise the level of standardization, strengthen the main responsibility of enterprises with stricter standards and supervision, promote the improvement of the quality of consumer goods, establish a unified national credit information sharing platform, and promote the linkage of credit rewards and punishments across regions and departments. Create a level playing field, protect intellectual property rights, severely punish fake and shoddy, inconsistent price and quality, safeguard consumers' rights and interests, make consumers rest assured to consume, so as to better stimulate domestic demand. Third, increase fiscal, taxation, financial and other policy support, develop consumer credit, and extend consumer finance companies to the whole country on a pilot basis. Fourth, smooth the import channels of commodities, expand the imports of consumer goods and other consumer goods welcomed by the masses, set up more entry duty-free shops at ports, and implement and improve the policy of departure tax rebate for overseas tourists' shopping.

The meeting pointed out that promoting the combination of health care and pension services is a measure to deepen health care reform, deal with aging, and improve the well-being of hundreds of millions of families, and can also lead to a large number of jobs. The meeting determined that the first is to promote the integration and docking of medical and nursing care. Medical institutions open a green channel for appointment for elderly institutions, and medical institutions set up within pension institutions can be used as places for hospital rehabilitation care. Support institutions for the aged to set up geriatric diseases, rehabilitation, traditional Chinese medicine hospitals and hospice care institutions in accordance with regulations. We will promote the integration of grass-roots medical institutions with community and home care for the aged, and provide contracted medical services for families of the elderly. The second is to encourage social forces to set up integrated medical and nursing institutions and support areas with rich medical resources to turn public hospitals into institutions such as rehabilitation and care for the elderly. Third, strengthen support for investment, financing and land use, expand the government's purchase of basic health care services for the aged, and innovate long-term care insurance and other products. The meeting decided to carry out a pilot demonstration of the combination of medical and nursing care in at least one region in each province of the country.
