Last year, the State Council issued the "opinions on further promoting Household Registration Reform," clearly proposing that by 2020, efforts should be made to achieve the goal of settling down about 100 million agricultural migrants and other permanent residents. this requires the reform to fully release the absorptive capacity of small and medium-sized cities, give full play to the absorptive capacity of big cities, and all localities should strengthen the implementation of the reform of the household registration system and speed up the improvement of relevant supporting policies.

In order to achieve a new type of urbanization with higher quality, we must speed up the promotion of urban industrial development and the supply of public services. The process of urbanization is not simply to let farmers into the city, its essence is that the agricultural transfer population has stable jobs, accommodation and corresponding social security in cities and towns. This requires cities and towns to give the newly settled permanent population equal social service resources such as employment, education, medical care, social security and so on, so as to promote the equalization of public services. With the increase of urban household registration population, more public service resources are needed. In this case, how to ensure the effective supply of public service resources? This needs to make the "cake" bigger. It is necessary to speed up the development of small and medium-sized cities and towns, which are the main force in absorbing newly settled population. By increasing state support to these areas in infrastructure construction, investment in fixed assets, allocation of public resources, and so on, we will improve their ability to provide jobs and ensure social and public services, so as to provide corresponding support for the newly settled population to enjoy public services equally.

In order to achieve a new type of urbanization with higher quality, we must speed up and deepen the reform of rural property rights system. On the other hand, increasing the urbanization rate of the registered population is the continuous decline of the registered rural population, which also means that more and more people are leaving the countryside permanently. In this process, farmers worry about whether settling in cities and towns will lead to the loss of "three rights" (the right to contracted management of land, the right to the use of homestead, and the right to distribute collective income). The state and society are faced with the problem of "who will farm the land" brought about by the transfer of agricultural population, and the idle and waste of housing resources on homestead and its housing resources. Therefore, we must speed up the reform of the rural property right system, standardize the land circulation system, cultivate new agricultural operators, reform the collective assets management system, and carry out the orderly withdrawal reform of the "three rights" on the basis of respecting the wishes of farmers and protecting their interests. Let farmers settle down in cities and towns at the same time without worries, the withdrawal of rural resources can be effectively used.

Urbanization is an organic part of the simultaneous promotion of China's "four modernizations" and an important symbol of national modernization. the essence of the new type of urbanization is human urbanization.
