This guiding opinion on comprehensively promoting rural garbage management was jointly drafted by ten departments of the Ministry of Housing and Construction, the Central Agricultural Office, the Central Civilization Office, the Development and Reform Commission, the Ministry of Finance, the Ministry of Environmental Protection, the Ministry of Agriculture, the Ministry of Commerce, the National Patriotic Health Office and the All-China Women's Federation. It was jointly drafted by so many departments to highlight the determination of the CPC Central Committee and the State Council to solve the problem of "garbage surrounding villages".

Rural garbage treatment is an important measure to improve rural human settlement environment. At the beginning of this year,"Rural Garbage Treatment" was first written into the No.1 Document of the Central Committee; the "Thirteenth Five-Year Plan" proposal adopted by the Fifth Plenary Session of the 18th CPC Central Committee further proposed that "rural human settlements environmental remediation actions" should be carried out,"urban and rural environmental governance should be emphasized, agricultural non-point source pollution prevention and control efforts should be strengthened, rural drinking water safety should be coordinated, water and toilet improvement, garbage disposal..."

According to estimates by the Ministry of Housing and Construction, at present, there are about 650 million permanent residents in rural areas of our country. If domestic garbage alone is calculated at 0.5 kg per person per day, about 110 million tons of garbage can be generated every year, but 70 million tons of them have not been treated. Local attention is not enough, the governance method is simple and extensive, and the grass-roots financial burden is heavy, which leads to the delay in solving this problem.

At present, the Ministry of Housing and Construction has launched a five-year special treatment of rural domestic garbage nationwide. According to the opinions of the ten departments, future governance actions will not only target rural domestic waste, but also involve agricultural production waste, construction waste and rural industrial waste.

Ten departments proposed that by 2020, when a well-off society will be built in an all-round way, more than 90% of the domestic garbage in villages across the country will be effectively treated; rural livestock and poultry manure will basically be utilized as resources, the comprehensive utilization rate of crop straw will reach more than 85%, and the recovery rate of agricultural film will reach more than 80%; and the harmless utilization and disposal rate of industrial hazardous waste in rural areas will reach 95%.

Establish village cleaning system, carry out garbage source reduction, comprehensively control domestic garbage, promote resource utilization of agricultural production waste materials, standardize disposal of rural industrial solid waste, clean up old garbage_Wang Xudong, deputy director of the village and town department of the Ministry of Housing and Construction, said that the six governance measures deployed in the document are a "comprehensive declaration of war" against rural garbage.
