The meeting pointed out that since the approval and implementation of the outline of the National General Plan for Land use (2006-2020) (hereinafter referred to as "the outline"), it has played an important role in adhering to the red line of cultivated land protection, promoting conservation and intensive land use, coordinating regional urban and rural land use, and protecting and improving the ecological environment, and promoted sustained and healthy economic and social development and social harmony and stability. At the same time, many new situations and changes have taken place in China's economic and social development, and land use and management are also faced with many new tasks and new requirements. During the 13th five-year Plan period, in order to better implement the new requirements of the CPC Central Committee and the State Council for land and resources work, actively adapt to the objective needs of rapid economic and social development, and implement the relevant spirit of the Central Committee on strengthening the construction of ecological civilization. The outline needs to be adjusted and improved in a timely manner.

The meeting pointed out that once approved by the State Council, the "adjustment plan" will become a programmatic document guiding land use and management throughout the country, and an important basis for implementing land macro-control and land use control, and planning urban and rural construction. The "Adjustment Plan" makes it clear that the main purpose of this "outline" adjustment is to implement the spirit of the "proposal of the CPC Central Committee on the formulation of the 13th five-year Plan for National Economic and Social Development" adopted by the Fifth Plenary session of the 18th CPC Central Committee, around the national economic and social development strategy and relevant plans, and on the basis of the carrying capacity of resources and environment, optimize production, life, and ecological space. The adjustment of the outline should, in accordance with the requirements of the CPC Central Committee and the State Council, adhere to the strictest system of cultivated land protection and the strictest system of saving land, follow the overall stability and local fine-tuning, pay equal attention to both quantity and quality, economize and optimize the structure, and give prominence to the key points. The basic principle of "strengthening coordination and full connection" ensures that the quantity of the actual cultivated land in our country is stable, the quality does not decline, the level of land use is significantly improved, and the coordinated and healthy development of economy and society is promoted.

The meeting also studied the link between the increase and decrease of urban and rural construction land and the examination and approval of land in development zones. Before the minister's office meeting, Jiang Daming presided over the 41st ministerial party group meeting, which learned to convey the spirit of the relevant documents of the Central Committee.
