At the Dameisha Innovation Forum in Shenzhen on November 13, economist Li Yining said that what is noteworthy about the figures released by the Bureau of Statistics in the third quarter of this year is that the output value of the tertiary industry already accounts for 51% of China's GDP, which means that China has entered a transition period from industrialization to post-industrialization.

Because from the human development, generally go through three stages, the first stage is the agricultural society stage, which is the main position of the primary industry in the GDP. The second stage is the industrialization stage, when the proportion of the secondary industry is gradually increasing, and the industrial output value accounts for the main proportion in the GDP. The third stage is the post-industrialization stage, the output value of the tertiary industry gradually accounts for more than half of the GDP in the post-industrial stage.
In western developed countries, the tertiary industry accounts for 60% and 70% of GDP. Li Yining said: for Western countries, the economic growth rate in the third stage will definitely come down, and Western countries will think that it is good enough to maintain a growth rate of about 3%, and there are few opportunities to further reach 4%.
In Li Yining's view, the proportion of China's tertiary industry has already accounted for 51%, which means that we have entered the transition period from industrialization to post-industrial era, that is, the early stage of post-industrial era.
However, Li Yining believes that there is a situation in China that is different from that of the West. China's industrialization has not been completed. "the symbol of the completion of industrialization is generally that the manufacturing of high-end complete sets of equipment occupies a leading position in the world, and we are still far away from this."
He added: so although the tertiary industry accounts for 51% and will continue to increase in the future, we should not forget that our stage of industrialization has not been completed and we should continue to carry out industrialization.
Agriculture still has a bright future.
Li Yining put forward three development strategies: the first is to speed up structural adjustment, otherwise it will be farther and farther away from the middle position of the world manufacturing industry.
Second, the tertiary industry should continue to develop, otherwise great progress can not be made in the post-industrial era in the future. At the same time, it is necessary to narrow the income gap between urban and rural areas, because narrowing the income gap between urban and rural areas can take consumption as a major way to increase GDP.
Third, China's agriculture still has a bright future. China's agriculture is different from that of developed countries and has not yet reached its peak. Poverty alleviation and development in many places is to speed up the narrowing of the gap between urban and rural areas and enable agriculture to truly move towards the road of agricultural industrialization.
In April this year, Li Yining led the research team of the Economic Committee of the CPPCC National Committee to conduct a survey in Hanzhong, Shaanxi Province, and concluded that poverty alleviation and development in China should be "in line with local conditions."
For example, there is a county in Hanzhong called Xixiang County. Tea trees have been planted in a large area of farmland in Xixiang County, because the local tea is Fuxi tea, which is very famous. Although farming does not require much labor, tea workers alone need a lot of tea to grow and sell tea, and the pay is still high. Farmers who work outside have come back to work as tea workers.
Another successful case occurred in Yangxian County, Hanzhong City. Yang County is a major agricultural county, the use of chemical fertilizers and pesticides is prohibited. One of the most important reasons not to use pesticides is to protect the crested ibis. Because there are crested ibis here, the tourism industry is getting up slowly, and all kinds of toys, hotels and farmhouses are all up.
Li Yining said: under the new normal, we should vigorously develop the tertiary industry, continue to industrialize, allow high-end manufacturing to develop, and help poverty alleviation and development, so that farmers can not only improve the environment, but also continue to improve the environment.
Next, make three lists.
Li Yining said that the next step is to make three lists. The first list is a negative list, which can be done if it is not included in the negative list, which is of great benefit to the development of China's private enterprises.
The second list of powers is that even a government that is not authorized by law cannot do it. It must be authorized by law. This is a list of powers. So let investors, let those private entrepreneurs set their minds in this way.
