Han Jun said: this is the first time that the General Office of the State Council has clearly defined the food security responsibility assessment of the people's governments at the provincial level with special documents, which fully shows that the CPC Central Committee and the State Council attach great importance to establishing and improving the responsibility system of provincial governors for food security and ensuring national food security.

The measures specify the State Council as the main body of the assessment. The assessment content covers the food security responsibilities of the people's governments of all provinces (autonomous regions and municipalities), such as grain production, circulation, consumption and so on, and carries out annual assessment. The assessment working group formed by the National Development and Reform Commission, the Ministry of Agriculture and the State Grain Administration together with relevant departments shall be responsible for the specific implementation. The office of the assessment working group is located in the State Grain Administration and undertakes the daily work of assessment.

"the important task at present and for some time to come is to further strengthen the food security awareness and responsibility of local governments by establishing and gradually improving the assessment mechanism. we will promote the people's governments of all provinces (autonomous regions and municipalities) to strengthen the capacity building of grain production, reserves and circulation in their respective regions, and truly establish a system in which the people's governments at the provincial level are fully responsible for grain production, circulation and safety under the state's macro-control." Han Jun said.

Highlight the scientificalness and maneuverability of the assessment work.

Han Jun said: as early as 1994, the State Council proposed that China's grain management should implement a system of unified central leadership and local responsibility at different levels, and for the first time clearly implemented the system of government leadership of provinces, autonomous regions, and municipalities directly under the Central Government. subsequently, a series of documents were issued to emphasize the good implementation of this system.

This time, the State Council issued the "measures" to clarify the assessment subjects, methods, and procedures of the supervision and assessment mechanism, and to highlight the scientific nature and maneuverability of the assessment work.

The supervision and assessment mechanism is stricter and more serious. The "measures" make it clear that the assessment results should be submitted to the competent departments of central cadres as an important reference for the comprehensive assessment and evaluation of the principal responsible persons and leading bodies of the people's governments of all provinces (autonomous regions and municipalities). If the assessment results are unqualified, a written report shall be made to the State Council within one month after the notification of the assessment results, proposing rectification measures and time limit; if the rectification measures are not in place within the time limit, the relevant departments shall interview the relevant responsible persons of the people's governments of the provinces (autonomous regions and municipalities), and when necessary, the leading comrades of the State Council shall interview the principal responsible persons of the people's governments of the provinces (autonomous regions and municipalities). If the failure to perform duties and major work mistakes have seriously affected the grain market and social stability, the relevant responsible persons shall be investigated in accordance with the law.

More highlight the scientific nature and maneuverability of the assessment work. The "measures" are clear, insisting on the combination of unified coordination with division of labor and responsibility, comprehensive supervision with key assessment, and quantitative and qualitative evaluation. The examination and verification work is led by the National Development and Reform Commission, the Ministry of Agriculture, and the Grain Bureau, and the relevant departments are not only responsible for the division of labor, but also cooperate closely with each other, and supervise and inspect the implementation of the provincial people's government's food security governor's responsibility system in combination with the daily work of various departments. and jointly assess and grade the key contents.

Conduct a comprehensive assessment of the key issues for the implementation of the provincial governor's responsibility system for food security

Han Jun said that food security is an important cornerstone for achieving economic development, social stability and national security. To properly solve the problem of feeding 1.3 billion people has always been a top priority in the administration of the country. Under the circumstances that the resource constraints of our country are increasing day by day and the influence of the international market on the domestic grain market is deepening day by day, establishing and perfecting the provincial governor responsibility system of food security is the inevitable choice to maintain the national food security.

According to the measures, the assessment includes six aspects: enhancing the sustainable production capacity of grain, protecting the enthusiasm of growing grain, strengthening the local grain reserve capacity, ensuring the supply of grain market, ensuring grain quality and safety, and implementing safeguard measures.

The enhancement of sustainable grain production capacity is the highest proportion of scores in the assessment index system, which includes ensuring that the area of cultivated land is basically stable, the quality does not decline, the stable development of grain production, and the continuous enhancement of grain sustainable production capacity. Key assessment items include the protection of cultivated land and the improvement of grain production capacity.

In terms of protecting the enthusiasm of growing grain, the assessment contents include a reasonable increase in financial investment in supporting grain production and circulation, improving the comparative income of growing grain, and implementing the grain purchase policy so that it is not difficult to sell grain. The key assessment items include the implementation and improvement of grain support policies and the purchase of grain.

In terms of strengthening the capacity of local grain reserves, the assessment contents include the implementation of local grain reserves, strengthening grain storage capacity, strengthening supervision and management, and ensuring the authenticity, quality and safety of local grain reserves. The key assessment items include strengthening the construction and management of grain warehousing and logistics facilities and managing local grain reserves.

In terms of ensuring the supply of grain market, the assessment contents include improving the grain regulation and supervision system, ensuring the basic stability of grain market supply and prices, not being out of stock, and maintaining the order of the grain market; improving the grain emergency security system, dealing with emergencies in a timely manner, and ensuring emergency grain supply. The key assessment items include ensuring the supply of the grain market, improving the regulation and control mechanism of the regional grain market, strengthening the monitoring and early warning of the grain situation, and cultivating and developing a new type of grain market.

In terms of ensuring food quality and safety, the assessment contents include strengthening the prevention and control of cultivated land pollution, improving the ability to inspect and monitor grain quality and safety and the ability to dispose of excessive grain, and forbidding grain that does not meet food safety standards from entering the food rations market. The key assessment items include strengthening the source control and improving the supervision and guarantee system of grain quality and safety.
