Ministry of Agriculture proposes to amend the law and link it with food safety law
Reporter Chen Liping recently learned from the Agriculture and Rural Committee of the National people's Congress that the Ministry of Agriculture and the State Food and Drug Administration believed that the State Council adjusted the food safety supervision system in 2013, and the standing Committee of the National people's Congress amended the Food Safety Law in 2015. The law on the quality and safety of agricultural products needs to be revised and improved according to the changes of the situation, link up with the food safety law, and solve the outstanding problems in the field of quality and safety of agricultural products as soon as possible.
At the third session of the 12th National people's Congress held in March this year, Yang Hongbo and other 30 deputies put forward a motion proposing to amend the Law on the quality and Safety of Agricultural products. The motion proposes that the source of supervision of food safety lies in agricultural products, and the current law on the quality and safety of agricultural products does not specify the supervision powers and obligations of the agricultural sector in the purchase, storage and transportation of agricultural products. the punishment for illegal acts such as failing to establish and maintain the production records of agricultural products is not enough, and there is no corresponding punishment for the illegal acts of new agricultural production subjects in the production and sale of unqualified agricultural products. It is suggested to amend the law on the quality and safety of agricultural products, clarify the responsibilities of regulatory departments, and increase the intensity of punishment.
The Agricultural Committee of the National people's Congress agrees with the views of the Ministry of Agriculture and the State Administration of Food and Drug.
