At the third China Food and Food Security Strategy Summit jointly sponsored by the Rural Economic Research Department of the Development Research Center of the State Council and the China Economic Annual Society, Li Wei said that at present, China's per capita grain share has reached 450 kg, slightly higher than the world average, and a huge grain collection, storage, processing and distribution system has been established. Grain availability for urban and rural residents has been significantly enhanced, but there are also outstanding problems.
First, the resource and environmental cost of increasing grain production is too high. Li Wei said: at present, the increase in grain production in China basically depends on the old road of factor input, and the environmental and economic costs brought about by the over-exploitation of water resources and the excessive use of chemical fertilizers and pesticides are becoming more and more prominent.
Second, China's domestic grain market is increasingly affected by the international market. The changing trend of domestic grain prices deviates seriously from the international market, and the problem of upside down grain prices at home and abroad is prominent. How to improve the price formation mechanism of agricultural products, improve the grain collection and storage system, and coordinate international and domestic markets and two kinds of resources is a major issue for the adjustment of China's agricultural policy.
Third, there are still many hidden dangers in food quality and safety. Li Wei said: food quality problems are highly hidden, the information of producers, operators and consumers, and regulators is asymmetric, it is difficult for the government to implement effective supervision, and the quality of imported food is not reassuring.
Li Wei said that China must adhere to the bottom line of basic self-sufficiency in grain and absolute safety of food rations, maintain adequate food security and production capacity, and improve agricultural productivity, land output rate and resource utilization rate. take the road of agricultural modernization with high output efficiency, product safety, resource conservation and environment-friendly.
