Since the beginning of this year, Henan, a major grain-producing province, has encountered difficulties in selling grain after a bumper harvest, and it has become normal to queue up to sell grain, and there has even been a phenomenon of "selling grain through the back door": a "good fee" of 500 yuan per car to the inspector can directly check the quality and weigh it. This strange phenomenon of selling grain discounts the national policy of benefiting farmers and directly harms the interests of farmers. This kind of corruption around the masses should be severely punished so that the policy dividend can really be returned to the hands of farmers.

According to the announcement of the National Bureau of Statistics, the country's total grain output in 2014 was 1.2142 trillion jin, an increase of more than 10 billion jin over 2013. It is expected that grain production will hit a new high in 2015, thus achieving "twelve consecutive increases". Under the background of continuous bumper harvest, the gap of state-owned grain storage is getting bigger and bigger. Take the northeast region as an example, its overall shortfall before the listing of autumn grain is about 60 billion jin, and in some places even land for building simple warehouses is difficult to find.

On the surface, the great pressure of warehousing is due to the fact that it is difficult for farmers to sell grain or even "through the back door", but on the other hand, the great pressure of warehousing is also the result, because with the national grain purchase price rising year by year, farmers' enthusiasm for growing grain continues to rise. As far as wheat is concerned, since the start of the market purchase in 2006, the price has almost doubled from 0.68 yuan / jin at that time to 1.18 yuan / jin now. The prices of the other two staple grain varieties, rice and corn, have also risen to varying degrees.

If farmers beat more grain, and the warehouse capacity is relatively insufficient, or even become a scarce resource, it is naturally difficult to avoid the phenomenon of selling grain; and if supervision is not effective, some warehouse staff will find room to take advantage of the opportunity to "seek rent" and infringe upon the interests of farmers. so that the money that the state had hoped farmers would earn will actually be put into the pockets of some people.

In order to solve the difficulty of selling grain at the present stage and put an end to the purchase chaos involving corruption, such as selling grain through the back door, it is necessary to invigorate warehousing resources, increase warehouse capacity supply in the short term, and strengthen supervision over grain purchasers such as quality inspectors. to prevent "backing". In the long run, we should innovate the mode of grain purchase and operation, effectively protect the interests of grain farmers and maintain the stability of the grain market.
